Kemal ELYELİ Disadvantaged Groups Jobless the poor Children, Women, the elderly The uneducated Those Without Social Security homeless people Disabled people addicts All human beings are born equal and have equal rights to participate in society (Universal Declaration of Human Rights1948) However, in real life, some groups do not have equal rights to participate in society in terms of their social status, cognitive and physical differences. Disabled people are also a group that does not have equal rights. disability It is a global human rights issue. While the World Health Organization (WHO) defines disability: Impairment: “In terms of health, 'deficiency/deficiency' refers to a deficiency or imbalance in psychological, anatomical or physical structure and functions” Disability: "In terms of health, 'Disability / disability' refers to the loss and restriction of the ability to do a job compared to a normal person, which occurs as a result of a deficiency" While the World Health Organization (WHO) defines disability: Handicap: “Disability/disability refers to a disadvantaged situation that occurs in a particular person as a result of a deficiency or disability that prevents or limits his or her ability to perform activities that can be considered normal for that person's age, gender, social and cultural status.” Disability(Medical model) It has been handled as an individual and medical/medical problem since the middle of the 19th century. Disabled people should be kept under care and supervision in institutions isolated from society. Disability (Social model) In the 1970s, attention was drawn to the fact that it was a social problem. Opportunity for persons with disabilities to fully participate in society, live independently, participate in work and have full control over their own life world population About 15% are made up of people with disabilities. In other words, there are 1 billion disabled people in the world. For this reason, it is characterized as the “largest minority” in the world. According to the United Nations Development Program, 80% of people with disabilities live in developing countries. in OECD countries The rate of disabled individuals between the ages of 20-34 is 6%. This rate doubles between the ages of 35-49. It is 24% for those aged 50-64 and over. To ensure the development of people with disabilities must be trained, skills must be acquired, Equal opportunities should be created and favorable environments should be created for their inclusion in working life. Fair and equal opportunities should be provided in working life. (The opportunity to work will also reduce the poverty of the disabled). Participation of the Disabled Person in economic and social life: Education, health, rehabilitation, travel, work, etc. ensure that they can access all their rights in a manner worthy of human dignity, removing all architectural-physical barriers to participation in life, possible by providing access to public transport. What is addiction? Addiction is when a person becomes overly dependent on an object or phenomenon after he cannot control his impulses. The person thinks that without these objects he cannot survive, cannot be productive and useless. addicts a. Obsessive personality structure is seen much more in addicted people. 2020 report It shows that substance use is increasing in all parts of the world. In 2009, 4.8 percent of the world's population aged between 15 and 64 used substances, while in 2018 this rate reached 5.3 percent. Addiction According to the 2019 report of the «UN Office on Drugs and Crime», drug use has increased all over the world. It has been determined that there has been an increase in cannabis consumption during the pandemic process. Substance use The age of onset can be as low as 5-6 years old. In particular, the use of volatile substances, Addiction is more likely in working adults who live in environments with volatile substances. It is a phenomenon that threatens social life and reduces the quality of life. In substance use Adolescents and young adults make up the largest portion. Half of the 11 million people who use drugs intravenously live with hepatitis C and 1 million 400 thousand live with HIV. Only one out of 8 addicts who need treatment can access this opportunity.
