PURPOSE: To establish the minimum department requirements for training hours set forth by the Insurance Services Office (ISO) for which Clearwater Fire & Rescue personnel shall be guided by, but not limited to. The documentation method for ISO training requirements fall under the Record Management System (CFR S.D.P. 308P) within the Career Professional Readiness Program (CFR S.D.P. 300P) managed through the CFR Training Division. 302P.1 ISO Minimum Requirements A. Each year, depending on rank/position, personnel are required to complete a certain number of training hours to meet the ISO requirements. Everyone regardless of rank/position must complete: (18) Hours of Facility Training (6) Hours of Hazardous Material Training (192) Hours of Company Training B. Furthermore, All Classified Officers and Acting Lt’s must complete an additional 12 hours of Officer Training. Classified Driver/Operators and Acting D/O’s must complete an additional 12 hours of Driver Training. This Officer and/or Driver Training is in addition to what the minimum ISO requirement calls for listed above in 302P.1, A. C. Hazardous Material, Officer, Driver are all assigned through the Training Division. If an individual completes the assignments in Vector Solutions that were assigned, they will never be short on these particular category hours, however; Company and Facilities Training are not completely assigned by the Training Division. D. Each CFR personnel is responsible for logging the balance of their hours required for Company Training hours for the calendar year in Vector Solutions that do not come through as an assignment from the Training Division in order to reach 100% compliance. Failure to meet ISO compliance within the calendar year may result in disciplinary action. External factors that prohibited members from obtaining 100% compliance will be addressed on a case-by-case basis by the Fire Chief and/or their designee. Those that are approved will be recorded in an “Exception file” with no discipline rendered. This file does not count against the overall department ISO review process. F. Company Officers should periodically check each quarter on the status of their crew members to make sure no one falls behind on hours needed. The DC’s will track crews’ performance, company officers should show an even distribution of training hours throughout the year for their crew members (i.e., end of March = 25% complete, September = 75% complete). G. The Company Officer has the authority to schedule any training necessary in order to help make crew member(s) successful in obtaining their ISO requirements. Please clear any planned station training through the respective DC. H. Additional Facility Training hours needed to reach the minimum 18hrs per year required by ISO can be scheduled and conducted by the Company Officer through the Training Division based on their crew member’s needs. I. See the ISO table and helpful information below: ISO HOURLY TRAINING REQUIREMENTS Category Company HazMat Driver Officer Facility Total Minimum Firefighter NFPA 1001 192 6 18 216 Driver NFPA 1002 192 6 12 18 228 Officer NFPA 1021 192 6 12 18 228 Individual Company Training Hours Management Example: 16 hr. / mo. = 192 total hrs. / year (Ultimately, each Individual is responsible to obtain their numbers, as not all hours will be assigned by the Training Division). The Company Officer is responsible to make sure all assigned crew members meet their ISO requirement every year. Routine checks/reports should be conducted by the Company Officer to ensure the requirements are meet by the end of each calendar year. SUBJECT: ISO Training Requirements EFFECTIVE DATE: 06/01/22 S.D.P. 302P REVISION DATE: CATEGORY: SUBCATEGORY: PAGE 3 OF 3 Training Once subcategory requirements are met (Hazmat, Driver, Officer, Facility), any remaining or continued hours of that subcategory will automatically dump towards the 192hrs Company Training requirement. Helpful Information Only document training that has actually been completed. Do not do repetitive/excessive training on the same subject matter. Do not wait more than two shifts to make entries. Officers should be logging into the program on a daily basis to monitor monthly averages for their crew members. Although EMS and Specialty Team training can be captured in Vector Solutions, it does not count towards the ISO hour requirements. For questions on proper training documentation, please follow the chain of command. If you are unsure if an assignment has been completed, please refer to a Completions Report or the individual’s Personal History on the Vector Solutions home page prior to contacting the Training Division. When training is completed at the CFR Training Facility, it is always be entered as Facilities Training Documentation. No training completed outside of Clearwater Fire & Rescue Training Facility will count as Facilities Training without prior approval from the Division Chief of Training. Documented training dates shall correspond with the Google Calendar used by the DC’s. Training records are public record. If you are unsure, please email the Training Division the information associated to the training conducted. Company Officers are ultimately responsible for the management of their assigned personnel’s monthly ISO hour averages and all assignments given by due date from the Training Division. The ultimate goal is for each members ISO requirement to be at 100% by the end of December each year. For the review process, ISO does not want to see a full year’s worth of training being conducted in one or two months.
