**PURPOSE** The purpose of this document is to give an overview of the duties and responsibilities assigned to a Lieutenant. **POLICY** It is the policy of the Bernalillo County Fire Department to have clearly defined roles and responsibilities for the rank of Lieutenant and to support them as supervisors. These roles and responsibilities are not all inclusive; however, they should work in conjunction with the Lieutenant Job Description. **PROCEDURE** I. **SUPERVISOR RESPONSIBILITIES** A. Supervise and direct the activities of personnel assigned to your company and station. B. Effectively communicate and support all plans, policies, procedures, standard operating guidelines, memos and directives of the Bernalillo County Fire Department and the County of Bernalillo and act as a liaison in transmitting information from top to bottom and vice-versa. 1. Observation of Department Rules -- The Department maintains a set of policies and procedures to encourage high professional standards. All personnel shall observe the Department\'s policies and procedures. The fair and impartial enforcement of the policies and procedures serves as a cornerstone for a more professional Department. C. Set a good example for subordinates and require subordinates to meet all standards of conduct and performance. D. Must successfully complete and/or maintain all training in accordance with timelines as assigned by the department or the County. E. Establish, maintain and administer procedures necessary for the efficient operations while promoting coordination and cooperation among subordinates. F. Develop long and short-range goals for your crew. 2. Prepare, develop and mentor subordinates to assume the duties, qualifications and responsibilities of their next higher position within the department. G. Be responsible for maintaining work areas free from any item that violates Bernalillo County policy or Administrative Instruction. H. Responsible for taking initial action and reporting violations of ordinances, administrative instructions, policies and procedures whether county or departmental. 1. Assist in the administration of the discipline policy. II. **GENERAL DUTIES AND RESPONSIBILITIES** A. Respond to emergency and non-emergency calls as dispatched and maintains scene and crew safety. 1. Fire -- Direct subordinates to manage the situation and assumes command until relieved by a superior officer. 2. EMS -- Direct subordinates to administer emergency medical treatment at their level of licensure according to approved protocols and standard of care. B. Responsible for care and upkeep of the fire station they are assigned to as well as the apparatus and equipment. 3. Maintain inventory of station, medical, and pharmaceutical supplies as directed by the station Captain. 4. Report Fleet and Facility issues as per Fleet and Facility Work orders 700-007. C. Ensure MDT is Logged into the CAD at all times. 1. The beginning of every cycle all MDT's should be shut down and restarted to clear cache, install updates, etc. 2. Ensure proper status for station apparatus are reflected in the CAD. D. Ensure crew members have completed and documented monthly PPE inspections. E. Communicate with co-station officers to maintain harmonious interactions between the crews. F. Properly use the Chain of Command. 5. To include going to the station Captain as applicable. G. In the event an incident occurs that would require risk management paperwork, contact the regional Commander to discuss the issue and any paperwork required. 1. If applicable, ensure that all avenues of resolution have been explored prior to submitting the paperwork. 2. Once completed, Risk Management paperwork is to be given to the Commander, as soon as possible/prior to leaving shift, for review and submission. H. Inspect work of subordinates for effectiveness in the performance of their duties. Provide coaching and counseling to subordinates when applicable. III. **DAILY DUTIES AND RESPONSIBILITIES** A. Verify "Telestaff" roster and ensure that all crewmembers are at work and on time for their shift. B. Make sure that crew members are fit for duty (mentally and physically as possible) and notify superiors as necessary to assure safety of all crewmembers. C. At the end of each day, check the BCFD main calendar on SharePoint for the following day's scheduled activities. D. On the first shift of the 48 hour cycle, attend the department's morning briefing, which is conducted through the video conferencing system. E. Conduct crew briefing to outline any training, public relations events, or other activities planned for the shift, and to pass on information from the department's morning briefing. F. Ensure that crewmembers complete all assigned tasks and duties (verbally assigned, written or implied). G. Ensure accountability procedures are followed as per "300-007 Personal Accountability System" policy and procedure. H. Ensure that the following paperwork is completed by the assigned crew: 1. Fire and EMS reports completed and reviewed as per EMS/Fire report writing manual I. Ensure that all paperwork is completed properly and submitted as required. 1. SCBA forms including After Use Inspection. 2. Property Asset Log is completed 3. Shift Log 4. Narcotics Log 5. Truck Check Log 6. SLR Log 7. Target Solutions training rosters 8. Ensure that Hold-Over Reports are completed per policy. 9. Fitness Equipment Log is completed. 10. Any and all other paperwork as assigned is completed. J. Assure that all daily cleaning assignments are completed before the end of shift unless prevented by emergency response. K. Ensure that company level training occurs and all crewmembers participate. L. Complete and submit QA documentation as necessary. M. Oversee and directing the activities of the assigned station crew. N. Receive briefing from the off-going company officer to include the status of the stations and apparatus conditions, pending work orders etc. for all apparatus and stations assigned to that district. IV. **RELIEF OF DUTY** A. Lieutenants must contact the Battalion Commander and notify them of the concern over a crew member(s). 1. The Department shall take immediate action to deal with personnel who are physically or psychologically unfit for duty. B. Lieutenants will document all details or actions of the issue in the event that further investigation is warranted or initiated. **REVIEWED/REVISED** **2/28/17** 1.
