Political Engagement and the Filipino Youth Politics is the art of power play. It follows certain rules of engagement which players are bound to observe in consonance with the standards set forth for the purpose, with the end in view of establishing a just and humane society which can only be possible with graft and corruption-free government. The youth shall be encouraged to participate actively in every political exercise in school as training ground to be responsible, and to engage in the local and national political affairs of the country. Political Engagement and the Filipino Learning Youth different political ideologies and understanding them shall empower the youth with proper knowledge and this shall enable them to appreciate and choose the kind of political ideology which the Filipino people must adopt in their quest for a better government with a philosophical foundation. Moreover, the kind of government and also the economic system adopted in a given society largely depends on the political ideology to be adopted in that society. Hence, it is a must that the Filipinos, especially the youth sector, shall be acquainted with the said Political Engagement and the Filipino The Youth Youth One may ask: “Who are the youth?” According to the United Nations Educational Scientific, and Cultural Organization (UNESCO) (2016), youth is a period of transition from the dependence of childhood to adulthood’s independence and awareness of our interdependence as member of the larger community.” The UNESCO adds that a youth is a person who is between the age where he or she may leave compulsory education, and the age where he or she finds his or her employment. Political Engagement and the Filipino Youth A. Youth are a potential force to effect meaningful changes towards social, political and economic development. B. The physical, moral, spiritual and intellectual well-being of the youth must be promoted and protected. C. Patriotism and nationalism shall be inculcated upon as values of the youth. D. The rights to take part in the government of his country, directly or through freely chosen as Political Engagement and the Filipino E. Full and effective Youth participation of the youth in the life of society and in decision-making as stated in the World Programme of Action for Youth to the Year 2000 and beyond as adopted by the UN General Assembly in 1996. F. The UN A/RES/58/133 Resolution (2003) stressed the importance of full and effective participation of youth organization at the local, national, regional and international level in promoting and implementing the World Political Engagement and the Filipino Youth: Youth Some Major Issues and Cases The UN, through United Nations Development Programme (UNDP), list fundamental issue relevant to governance and youth participation. These are:  Exclusion of young men and women from policy development given their disillusionment with political leadership and political Political Engagement and the Filipino  The dependency Youthof youth participation in governance on different political, socioeconomic, and cultural contexts.  Low participation of youth in formal institutional processes as compared to older citizen  Inadequate representation of youth in formal political institution and process. Political Engagement and the Filipino Youth  Youth’s engagement in political landscape has receive major attention  The exclusion and marginalized of the young men and women in the community gives limitation of opportunities and exposure for a Political Engagement and the Filipino Youth The three democratic attributes required in the effective and meaningful youth political participation are as follows: A. Consultative B. Entails youth-led participation C. Involves youth collaborative participation Political Engagement and the Filipino Youth Empowering the Filipino Youth There are various successful efforts in civic and political activism in the Philippines. The Philippines has an environment that is conducive to the development of civil society organizations. The Filipino youth are being encouraged to participate in civil and political activities, whether through formal or informal means. Thus, the Filipino youth are called to participate in civil and political activities, apart from joining mass protests and rallies, and engagement through information and communication technology. Political Engagement and the Filipino The Philippines Youth stands out among its Asian neighbors due to the presence of a diverse set of opportunity for youth engagement. Such avenues may vary from larger-scale institutionalized organizations in the government to small faith-based ones that encourage volunteerism among high school and college students. The government has implemented a system of representative governance for the young people including Sangguniang Kabataan, National Youth Commission and several youth councils in different commissions in the Political Engagement and the Filipino Youth The Legal and Institutional Environment The youth participation in the Philippines is recognized in various legal framework: 1. Article II, Section 12 of 1987 Constitution provides the duty of the parents in rearing of the youth for civic efficiency and the development of morals character. 2. Article VI, Sec 5, paragraph 2 of the constitution discusses the participation of the youth in the hall of the government as among the marginalized Political Engagement and the Filipino Youth 3. Article XIV, Section 2, paragraph 5 states that: “The State shall provide adult citizens, the disable, and out-of- school youth with training in civics, vocational efficiency and other skills. 4. Republic Act No. 8044 or The Youth in Nation-Building Act which create the National Youth Commission. Political Engagement and the Filipino Youth List of Youth Civic Participation Programs in the Philippines:  Representation of the youth sector in the Philippine House of Representative.  The Sangguniang Kabataan (SK) is a youth government mechanism where young people aged 15 to 18 can be elected to the local governing SK.  National Youth Parliament, established in 1993. A program created by the National Commission. It meets every two years and brings together youth leaders for three days to talk about youth development issue and Political Engagement and the Filipino Youth  The Sangguniang Kabataan Organizational Leadership and Reorientation Program (ISKOLAP) another program of NYC, which provides a two-step training program for SK official.  The government also engages young people with integration of the National Service Training Program (NSTP) in the higher curriculum in 2001. Students in University are required to complete one of the three components - Civic Welfare Training Service (CWTS), Literacy Training Service (LTS) or Reserve Officers Training Corps (ROTC) before graduation. Political Engagement and the Filipino There are alsoYouth several civil society and private sector initiatives, local and international, that aid in the project of youth civic engagement in the country. Some of them are as follows:  The Ayala Young Leaders Congress  The Palawan Conservation Corps, established in 1999, focuses on environmental consciousness and community development.  Save the children Concept Mapping Directions: We have tackled the different issues related to youth empowerment.
