STANDARD OPERATING PROCEDURES SECTION: 200.00 / Rules & Regulations Guideline: 224.00 Daily Staffing Effective Date: 1992 Revision Date: 01/2023 224.00 DAILY STAFFING Daily staffing levels will be determined by three major categories: Regularly Scheduled Time Off Nonscheduled Time Off Minimum Staffing Guidelines 224.10 SCHEDULED TIME OFF Staff assigned to shift as of October 1st: 20 or less Assigned and on shift (those in school do not count for this purpose): three personnel per day 21-22 Assigned and on shift (those in school do not count for this purpose): three personnel per day except in the months of June and November, four personnel are allowed in these months. The Battalion Chiefs may schedule their days in any month and their days will not be counted toward the number of personnel allowed off except for the months of June and November. Personnel may not schedule time off that will intentionally cause overtime. Example: Four officers scheduled off on the same day. Rules and SOPs listed under vacation, holiday, and other types of leave time apply in this section as well. For those days that are not filled with three/four people scheduled off as outlined above, a first-come basis will exist. More than the preset number of persons off per day may be allowed when Overtime is not created. The Battalion Chief may schedule, at his/her discretion, a 4th person off in other months not specified above for comp time on the following basis: May be pre-scheduled up to two shifts prior to the requested date. If staffed at 5-5-5 + 1 or above, and staffing is not reduced below 5-5-5 + 1. No overtime expense will be incurred because additional people were allowed off as determined at the time of scheduling. An example of this may be that a medic would be denied scheduled time off, but a non-medic may be allowed to go because of the six-paramedic requirement. Another example may be that an officer would not be allowed to take off when a non-officer could, etc. The priority list for scheduled comp time off will be on a first-come basis. All requests received by the Battalion Chief prior to 1900 of the shift two shifts prior to the shift being requested off will be considered a tie. Tie Breaker: The person utilizing the most comp hours receives priority, if there is still a tie seniority is used to break it. Personnel requesting to schedule the 4th person off slot must have a minimum of 12 comp hours and they must use all available comp hours up to the maximum number of hours they have or are requesting off in any request. The basic intention of the scheduled comp time off provision is to provide flexibility in the work schedule so that Fire Rescue personnel can utilize their accumulated comp time to their benefit. 224.20 NON-SCHEDULED TIME OFF The Battalion Chief may, at his/her discretion, allow additional persons off in other months not specified above for vacation or holiday on the following basis: If staffed at 5-5-5 + 1 or above, staffing is not reduced below 5-5-5 + 1. No overtime expense will be incurred because the additional people were allowed off. An example of this may be that a medic would be denied nonscheduled time off, but a non-medic may be allowed to go because of the six-paramedic requirement. Another example may be that an officer would not be allowed to take off when a non-officer could, etc. Anyone wishing to take nonscheduled time off must come to work ready to stay if the staffing level will not permit additional people off. Once at work, the request for nonscheduled time off can be made to the Battalion Chief. The priority list for nonscheduled time off will be on a first-come basis. All requests received by the Battalion Chief prior to 7:00 a.m. on the day of the request will be considered a tie. Tie Breaker: The person utilizing the most comp hours receives priority, if there is still a tie seniority is used to break it. A person must use all available comp hours up to the maximum number of hours they have or are requesting off in any request. The basic intention of the nonscheduled time off provision is to provide some flexibility in the work schedule so that Fire Rescue personnel can utilize their accumulated vacation or holiday time to their benefit. Employees are encouraged not to make prearranged plans in the hope that they will be allowed off on nonscheduled time.
