REEL Cotton Program is a three-year agricultural program providing farmers with training on sustainable cotton farming practices and enhancing their livelihood. REEL stands for ‘Responsible, Environment, Enhanced Livelihoods. About the REEL Code CottonConnect has developed a code of conduct that is internationally recognized and verified by FLOCERT www.flocert.net. The REEL Code verifies that farmers in the REEL Cotton Program are using sustainable practices, with added elements that ensure traceability and sustainable lives practices. To enroll particular gin into PSCP Supply Chain, we need EOI and Verification form from the ginner. Ginner audit and due diligence is done before enrollment of gins. Based on seed cotton production estimation and ginner’s capacity, allocation of farmers to each ginner. Tri-partite agreement between Local partner, Ginner and CC with clear roles and responsibility for PSCP supply chain. HSSE baseline data collection, training is conducted with gin workers and management on HSSE SOP and data collection and recommendations shared with gins. Introduction & meeting of Local Partner officers, Ginner procurement officers along with CC teams. Ginners get TraceBale IDs and training on TraceBale. Based on the allocation of cotton and expected bales production, Holograms are provided to each ginners. Local Partner: Seed cotton non contamination and awareness to keep the PSCP cotton separately. LP informs farmers on market price and linkage with allocated ginner. Farmer’s selling details should be recorded. During procurement, LP officer/FE/ Lead farmer ensures that PSCP cotton is not mixed with any other cotton. Educate the farmer on keeping the procurement receipts as a proof of transaction records. ✤ Reimagining the future for supply chains 22 January, 2024 | 25 Supply Chain: Standard Operating Procedures Ginners: PSCP cotton shall be heaped separately. Segregation needs to be maintained throughout the ginning process. Heap register shall be maintained. During bale formation, PSCP cotton should not be mixed with another cotton. Coordinating with stakeholders for entering data in TraceBale to establish the chain of custody. Recording the inward data (on SCVP & TraceBale) of the seed cotton procured from the farmers and maintain records of production and sales information. Maintain records of Lot numbers, Press Numbers, invoices, and transport information and share it with CC. Ginners must share the price confirmation through the quotation form received from the spinner. Ginner shall provide the test reports of the PSCP lint they sell, and all the parameters should match as per the quotation form sent by Spinner. Spinners: Spinner must send the PSCP quotation form to the ginner for PSCP lint procurement. Primark: List of nominated Spinners from their sustainable supply chain to create their IDs on TraceBale. ✤ Reimagining the future for supply chains 22 January, 2024 | 26 Standard Operating Procedure (SOP) Selection Process of Ginners for PSCP ✤ Reimagining the future for supply chains 22 January, 2024 | 27 Procedure for selection of new Ginning unit for Supply chain PURPOSE: To establish a process of finding suitable ginners to provide the Brand/Spinner with the right quality material and/or services (including documentation and after-sale services) at the prevailing market price in the right quantities in the agreed time. SCOPE: This procedure applies to Ginning Units RESPONSIBILITY AND AUTHORITY: CottonConnect supply chain is responsible for implementing this procedure. PROCEDURE: Identification of new potential ginning units in/near project locations. *Special Note: Only those ginners are considered that operate self-owned ginning units or units taken on lease for the entire season. Traders/exporters (stockists) are not accepted. Ginning representative involvement is a must. In the first stage, interested ginners (identified by the CC team, approached by ginning unit, or referred by other stakeholders) are contacted. ✤ Reimagining the future for supply chains 22 January, 2024 | 28 Procedure for selection of New Ginning unit for Supply chain EOI form (Expression of interest) and a brief introduction of the organization are collected from ginners. Review of EOI form as per project area and contact established. Physical visit at the ginning unit to give a brief on the REEL program and understand their business workings (existing suppliers, export capacity, bales holding capacity, etc.). During the visit, team explains CottonConnect & the Brand’s requirements and expectations. During this physical visit, the CottonConnect team checks the ginning units’ facilities, including capacity and capabilities. Shortlisted ginning units are shared with Primark for their references. Identification of third-party agencies for shortlisted ginner unit audit. as per REEL COC 03. Approved auditing agency prepares audit checklist as per REEL COC 03. The auditing agency prepares the audit plan and schedule in discussion with CottonConnect and ginning units and carries out the audit process. ✤ Reimagining the future for supply chains 22 January, 2024 | 29 Procedure for selection of New Ginning unit for Supply chain Auditing agency shares audit reports with CottonConnect, these reports are reviewed & finalised. In case of non-conformity that can impact product quality, health, safety, and environment - these are advised to respective ginning units for corrective actions and close the non-conformity, to close the nonconformity with evidence in a defined time frame. Once onboarding of ginning units is complete, their information is collected to map them in the TraceBale system. Ginners TraceBale credentials are created. Allotment of seed cotton quantity to ginning units as per minimum distance of the unit from the allotted village /including unit’s capacity and last year’s performance. In cases where ginning units are not present in the project area. Ginning units are expected to establish a procurement centre near the project location. Tentative allotment details are shared with the brand for their reference and comments. Once the allotment is finalized, a Tri-partite agreement is prepared between ginning unit, CC, and local implementation partner. ✤ Reimagining the future for supply chains 22 January, 2024 | 30 Standard Operating Procedure (SOP) Price Discovery and Quotations for PSCP Lint Transactions ✤ Reimagining the future for supply chains 22 January, 2024 | 31 Price Discovery & Quotations for PSCP Lint Transactions… Purpose: To determine Lint cotton price to avoid premium charge in the Primark Supply chain. Scope: Applicable to all Spinners, Ginners, and Lint cotton Agent/Broker. Responsibility: The Overall responsibility lies with Primark Supply Chain/CottonConnect Supply Chain. 1. Procedure: 1.1 Ginners should purchase seed cotton from farmers at a minimum support price following the CCI (Cotton Corporation of India) guidelines. Price to be decided according to seed cotton quality on the spot. The price of procurement on the spot depends on many factors like staple length, Mic, strength, RD value, cleanliness of cotton, moisture present, etc., so the same can be decided at the time of seed cotton procurement. Depending on the conditions, this can be on the higher/lower side of MSP. 1.2 Nominated Ginners will confirm details like price (also mention the Local Price Source), payment terms, and delivery dispatch scheduled through email. Copy of email to be marked to Primark Supply Chain Team and CottonConnect Team. 1.3. Ginners to take station-wise CCI price (same day price or in case of holiday or weekend, consider the last day bid price) as reference plus agent charge for quotation of lint candy price (Spot Price). For cases when CCI does not conduct any auction and the bid price is not available on the CCI portal, then the price can be decided on mutual agreement of Spinners and Ginners based on the market scenario. ✤ Reimagining the future for supply chains 22 January, 2024 | 32 Price Discovery & Quotations for PSCP Lint Transactions (contd) 1.4 Lint price per candy should be similar to that day’s CCI price (station wise or nearby station) plus Agent’s charge (as per cotton quality: length, mic, strength, and RD value) or mutually agreed price between Spinner (or Spinner’s agent) and Ginners, this will be as per their mutual understanding. 1.5 Mention the local price reference source based on the variety and other quality parameters (a local group or association that both ginners and spinners follow commonly, e.g., Smart Info Services, Gujcot Trade Association, Indian Cotton association Ltd. Etc.) 1.6 Final PO/contract copy to be prepared with mutual understanding of buyer and supplier taking this SOP as a reference. The contract’s quality parameters, payment terms, dispatch dates, material insurance coverage details, late payments, interest charges, and conditions should be mentioned per the mutual agreement between the buyer and supplier. 1.7 Final PO (Purchase Order) or contract copy to be mailed to Primark and CottonConnect teams (by Spinner/Agent/Ginner). ✤ Reimagining the future for supply chains 22 January, 2024 | 33 Supply Chain Documentation, Procurement & Sales Sudhansu Singh - Associate Director, (Supply Chain, CottonConnect) Amit Ojha – Sr. Manager (Supply Chain, CottonConnect) Supply Chain Process ✤ Reimagining the future for supply chains 22 January, 2024 35 Supply Chain – Ginner Chain of Custody Ginners are responsible to procure all the PSCP seed cotton allocated to them. Once the Seed cotton reaches the ginning unit, please enter the details of Cotton quantity, price and transportation details in excel sheet & share for verification. Ginner should unload and place the PSCP cotton separately in a marked area. Hologram Ginner should process PSCP bales separately. Ginner should follow the SOP of lint quotation. Ginner should enter the lint sale details into TraceBale and should print the Unique Bale Id from TraceBale. All the PSCP bales must have bale Ids printed and pasted on each bale, Hologram should be pasted on TraceBale Id for every shipment. Ginner should enter all the details such as Quantity, Price, Cotton Quality certificate and transport details into TraceBale along with all necessary documents to be uploaded on TraceBale. Key points to be taken care for verification purpose: 1. During purchase assure that quantity should not exceed estimated quantity. 2. Seed cotton purchase should be as per local market yard price and as per cotton grade. 3. Transport vehicle details should mention in procurement sheet. 4. Quantity loaded in Vehicle should not exceed more than legal permissible capacity. 5. No. of vehicles arriving at your premises should not be more than available area for the heap in the premises. 6. Whenever the ginner receives sustainable cotton, weighing is done and the total weight from each transport vehicle is recorded. The ginner shall maintain a purchase register. The quantity of received cotton at the ginner premise is ratified with the quantity in the inventory page of ginner’s TraceBale account. Upon acknowledging the cotton in the TraceBale, the quantity would be added to the inventory. If the transaction is rejected, the reason need to be informed to the CC admin. This cotton will not be added to ginner inventory, rather would be credited back to the local partner account. The PSCP cotton shall be heaped separately. Segregation needs to be maintained throughout the ginning process. Heap register shall be maintained. Farmer invoice shall be maintained by the ginner. ✤ Reimagining the future for supply chains 22 January, 2024 Ginner Traceability Requirement (cont..) During bale formation, PSCP cotton should not be mixed with another type of cotton. Lot number, Press numbers shall be recorded, and the lots shall be stored separately. The weight of each bale shall be recorded for each lot and the information shall be maintained and entered in the TraceBale. (Excel or CSV template will be shared for this purpose) The quality parameters, if available also may be entered in the TraceBale. (Excel or CSV template will be shared for this purpose) The PSCP cotton bales should be stacked and stored separately without mixing with conventional cotton bales. The designated storage area is to be marked and labelled. ✤ Reimagining the future for supply chains 22 January, 2024 10 Ginner Traceability Requirement (cont..) During the sale, the invoice should mention the PSCP cotton. The lot number, press numbers details are also to be mentioned in the invoice. Sale details shall be entered in Traceable once the sale is completed. Digital invoice will be generated by TraceBale during the sale, which will be digitally transferred to the spinner account. ✤ Reimagining the future for supply chains 22 January, 202411 Major Issues… ABC ginning Pvt. Ltd. Acknowledgment of seed cotton should be done whenever you receive seed cotton at gin. As soon as you complete process, please enter the details in TraceBale. Before entering sale details, check quantity, which should match invoice quantity. Please upload the invoice with signature and seal of the factory. If there is moisture loss, that should be entered correctly. While choosing bales from multiple lots, check the weight at the bottom, which should match your sale invoice weight.
