Street address must be visible. 57.100.40 B. "No Smoking - Stop Motor" signs with letters 3" high posted at every AFS. 57.31.16 C. If underground tanks not used for 90 days, or there is not a valid permit for its maintenance, issue Notice to abandon, within 30 days to comply. 1. May need Division 4 and/or 5 Permit for above. 57.100.22 D. If self service, must have console control of all pumps manned by employee at all times if open to public or require additional emergency shut-offs located on each end of each island in the station. 57.100.05 E. Exterior grade away from buildings. 57.100.41 F At least one 10 BC within 75' of each island. G. Must have two separate extinguishers on premises. II. STORAGE 57.100.11 A. Electrical shut-offs for main power and pump shut-offs must have signs; not closer than 25 feet or farther than 100' with "Gas Pump Shutoff? letters 1" high. 57.01.22 & 57.20.16 For self service operations (Mom-Pop Stores) dead man's switch required on a wall at a height of 6 feet above the floor, located in an area adjacent to a window. EXTERIOR CODE REQUIREMENTS 57.01.22 & 57.20.16 A. Address numbers must be clearly visible from street. 57.21.07 B. Check for trash and waste material around building. 57.21.04 C. Trash bins and/or containers must have closing lids. 57.01.35 D. Check for sprinkler valve, Fire Department inlet to be labeled. 57.01.35 E. Check inlets for caps, gaskets, swivels, and for foreign material. 57.110.11 F. Check for obstruction of exit facilities. II. INTERIOR (EXITS) A. Exits (in B-2 50 or over) must have two exits, panic hardware ony, must swing in direction of travel (must open out), and must be 36" wide. (Info. only, Title 19, Article 33 requirement) 57.10.88 B. No obstruction or storage allowed that obstructs the means of egress from building. 57.10.05 C. Exit corridors should not be less than 44". 57.10.23 D. Exit and directional signs showing path of travel to exits If not visible. 57.10.23 E. Exit signs with 6" letters over exits. 57.22.01 F. INTERIOR (SIGNS) 57.10.33 A. Occupancy load sign must be posted in conspicuous place near the main exit door. 57.23.01 B. No smoking signs prominently displayed only where hazardous condition exits. 57.10.21 C. Exit hallway, corridors, and stairways must be lit. 57.10.23 D. Exit signs must be at each exit; letters must be 6" high. 57.10.05 E. At least one 44" wide aisle leading to required exit. Chief's Reg. #2 F. Chief's Reg. #2 - Prohibits cooking of food for retail sales. Other uses require a Special Permit. IV. INTERIOR (EXTINGUISHERS) 57.140.10 A. Extinguishers - One 2A within 75' of travel; one 10B provided adjacent to cooking facilities. 57.140.06 B. Recharge fire extinguisher. 57.01.35 C. Check for 3' obstructed area around sprinkler control valve and an access aisle to the valve. 57.57.10 D. Check for 18" clearance below sprinkler head. 57.01.35 E. Check sprinkler heads for corrosion and/or paint. 57.01.35 F. Check to see if cabinet is identified with a minimum of 6 spare heads of the right type and a sprinkler wrench are available. V. INTERIOR (PERMITS) Chief's Reg. #2 A. Cooking with LFG is prohibited without a Special Permit. 57.04.05 & 57.04.03 B. A Division 4 permit is required if capacity is over 49. 57.110.15 C. Open flame must have special permit. (Exception: Religious candles in altar area only.) 57.20.26 A. Stove and heaters must be spaced and insulated from the wall, preventing wall temperature from exceeding 160 degrees. 57.20.30 B. Hood ducts and fan housing shall be free of grease and dust. 57.01.22 & 57.20.16 C. Check for 3' clearance around electrical or fuse boxes; make sure no cords on appliances are over 12' long. 57.01.22 & 57.20.16 D. Cracks, holes, and openings that will cause fire spread must be closed. 57.22.01 E. Combustible decorations must be rendered fire retardant and labeled in accordance with the provisions of Title 19, California Administrative Code. 57.21.04 F. Proper rubbish containers and emptied at the end of each day. -03.00 COMMERCIAL OCCUPANCIES I. EXTERIOR CODE REQUIREMENTS 57.01.22 & 57.20.16 A. Street address must be visible. 57.21.04 B. Hazardous waste and refuse shall be stored in approved containers equipped with tightly fitting covers. 57.10.08 C. Maintain hallways, doorways, stairway, or other means of egress from building free from storage. 57.01.35 D. Fire doors shall be unobstructed and openable. 57.01.22 & 57.20.16 E. Repair may be needed to return the plaster to its original fire resistive condition. 57.01.35 F. Exit doors should swing in direction of travel. 57.01.35 G. Fire Department sprinkler connection sign - 8" length, 4" width (labeled). 57.01.35 H. Replace missing inlet caps to Fire Department connections. 57.01.35 I. (PIV) and/or (OSY) valves must be in open position. II. INTERIOR (EXITS) 57.01.22 & 57.20.16 A. Need two exits if occupant load is over 50. 57.10.08 B. Identification is needed for all control, drain, test, and alarm valves. 57.01.35 D. 3' clearance needed around control valves. 57.01.22 & 27.20.16 E. Storage of combustibles 3' under lowest point of ceiling or interior roof brace, if un-sprinklered. 57.57.10 F. Sprinklers 18" above combustibles. 57.20.15 G. Painted sprinkler heads--cleaned or removed. 57.20.15 H. Needs extra sprinkler heads and spanner. IV. INTERIOR (EXTINGUISHERS) 57.140.12 A. Fire extinguisher top not less than 3 ft. nor more than 5 ft. from floor. 57.140.10 B. Provide and maintain an approved portable fire extinguisher within 75' of every portion of the place of business (or in lieu, small hose is acceptable 57.140.11). 57.140.21 C. Recharge or service once a year. V. INTERIOR (ELECTRICAL) 57.01.22 & 57.20.16 A. No frayed electrical cords. 57.01.22 & 57.20.16 B. No substandard or unapproved wiring. Permit shall be obtained and installation must be supervised by Department of Building and Safety. CODE REQUIREMENTS 57.01.22 & 57.20.16 C. No temporary wiring (stapled or nailed). 57.01.22 & 57.20.16 D. No combustible storage within 3' of motor/fuse box. 57.01.22 & 57.20.16 E. No use of cords (flexible) more than 12' unless approved for hard usage. VI. INTERIOR (STORAGE) 57.57.10 A. Storage less than 3' below ceiling and 18" below sprinklers, not to restrict exits or to obstruct access by firefighter. 57.01.22 & 57.20.16 B. No combustible storage in basement unless sprinklered. 57.57.40 C. No combustible materials in attic, sub-floor, or under stairs or roof. 57.57.01 D. Aisles to storage areas clear. 57.01.22 & 57.20.16 E. No combustible storage around (motor/fuse box/panel/sprinkler valves, etc.). VII. INTERIOR (DUCTS AND VENTS) 57.20.30 A. Check accumulations of grease and lint in kitchen area hood. -04.00 HABITATIONAL OCCUPANCIES 5 STORIES OR LESS - HOTELS, APARTMENTS, APARTMENT HOTELS I. EXTERIOR CODE REQUIREMENTS 57.01.35 A. 3' clearance required for standpipe inlets. 57.01.35 B. 8" x 4" sign indicating use. 57.01.35 C. Break away caps in place and threads okay. 57.01.35 D. Piping good condition. 57.01.35 & 57.20.15 E. Fire escape drop ladder not damaged. Chief's Reg. #4 F. Check Chief's Regulation #4 requirements. 1. Five year frequency or sooner if needed. 57.10.08 G. Nothing blocking exits on outside (autos, trash, etc.). 11/7 INSPECTION GUIDES 5 II. INTERIOR (LOBBY) 57.10.05 A. Lobby clear of obstructions. 57.121.12(A) B. Fire alarm tested every 30 days maintain and retain records. 57.121.12(B) C. Single-station smoke detectors tested every six months maintain and retain records. 57.121.11 D. Phone number of Fire Department at switchboard. III. INTERIOR (EXITS) 57.10.03 A. Door openable within 30 seconds without key. 57.10.21 B. Hallways with enough light to see. 57.10.22 & 57.10.03 C. Exits lighted and without locks. 57.10.23 D. Exits all have signs. 1. If you cannot see exits, exits must have good directional indicators. 57.10.08 & 57.10.09 E. No furniture in halls, unless out of the way, fastened down. No storage on fire escapes. 57.10.03 F. Places of public assemblages (more than 50) need two exits with panic hardware. (No dead locks or normal door handles.) (Info. only) 57.10.08 G. Carpet and stairways do not have tripping hazard. 57.01.35 H. Self-closing doors not held open. (Large occupancies may have magnetic hold-open devices in conjunction with smoke detectors.) 57.01.22 & 57.10.16 I. Exit doors have adequate width (36"). 57.10.09 J. No attachments to fire escape. IV. INTERIOR (STANDPIPES AND EXTINGUISHERS) 57.140.21 A. Extinguishers inspected yearly and not used (see seal). 57.140.10 B. 2A extinguishers within 75 ft. of travel, 10B extinguisher required for flammable liquids. 57.121.20D 2b & C. Special hazards in public portions of Hotels and Apartment houses: 57.140.01, 57.140.23 Kitchens-- 20 BC. 57.140.01 D. Proper type extinguisher for hazard. 57.140.12 E. If extinguisher cannot be seen, have directional signs. 57.01.35 & 57.20.15 F. Interior Standpipes Chief's reg. #4 1. Hot not rotted. 2. With smooth bore tip (approved spray tips allowed if designed not to shut off flow). CODE REQUIREMENTS 57.01.35 & 57.20.15 3. If in cabinet, have breakable glass. 57.01.35 & 57.20.15 4. 3' clearance of hose and outlets. 5. Do not operate valves, check visually only. 57.01.35 & 57.20.15 G. Exterior Standpipes 1. Threads okay. 2. 3' clearance. 57.01.35 H. Sprinklers 1. Shut-off marked with directional signs. 2. OS & Y valve in on position (may be locked open with non-case hardened lock or chain). 57.20.15 3. Drain valve marked. 57.20.15 4. 3' clearance around shut-off. 57.20.15 5. System seems to be in good condition. 57.57.10 6. Storage 18" below sprinklers. V. BASEMENT AND ROOF 57.57.40B A. No storage in basement unless sprinklered. 57.57.40B B. No storage under wooden stairways. 57.57.40B C. No trash or rubbish in basements. 57.10.06 D. 7' clearance on roofs of wires, etc. (guy wires may extend out 1/6 the length of the supported antenna, etc.). 57.57.40A E. No combustible storage on roof, or attics. EXCEPTIONS: Special Permit for buildings planned and constructed for this purpose. 57.01.35 F. Fire doors must work, move, if no hidden mechanism. VI. MISCELLANEOUS CODE REQUIREMENTS 57.01.22 & 57.20.16 A. General condition of apartment or hotel is a safe condition. Any violation of safe practices may be cited. 57.120.06 B. Extension cords shall not extend 12 feet or be spliced or extended to exceed original length. 57.20.01 C. Flameproofing of drapes in public areas, hallway, or lobby. 57.121.30 D. Responsible resident is required on premises with 16 apartments and hotel with 12 guest rooms. 57.121.05 E. If single-station smoke detectors have not been installed require their installation in accordance with and pursuant to the provisions of Section 91.1304 L.A.M.C. 57.20.16 F. Street numbers shall be maintained in a location visible from the street. 11/7 INSPECTION GUIDES 6 DEPARTMENT REQUIREMENTS The following requirements shall be referred to the appropriate enforcing authority using F-338, F.P.B. referral "pink": Building & Safety A. Lighting circuits 20 amps or less. Building & Safety B. Walls and ceiling plaster intact (no holes). Building & Safety C. Require transoms to be closed and solidly covered with material that will provide the same degree of fire resistiveness as adjacent corridor wall. County Health D. "Recommend" no unvented heaters. Public Works, Utilities & E. Street numbers visible. Estimating House Numbers Building & Safety F. No dangerous wiring (octopus, fraying, hanging on nails, etc.) -05.00 EXTINGUISHING SYSTEMS, FIRE WARNING DEVICES, FIRE PROTECTION ASSEMBLIES I. SPRINKLER SYSTEMS CODE REQUIREMENTS 57.01.35 A. All sprinkler systems must have directional signs with 3-inch letters showing location of control valve. A 4" x 8" sign showing Fire Department connection is required. 57.01.35 B. No ladders or other items supported on sprinkler piping. 57.01.35 C. Check for any alteration of building that may prevent sprinklers from operating properly. Indications of alterations could also indicate possible building code violations as well as permit infractions. 57.01.22 & 57.20.15 D. There should be spare sprinkler heads on premises. L. A. Plumbing Code 94.30328 Spare Sprinkler Heads Table 20 requires: 6 heads for system with up to 300 heads. 12 heads for system with 300 to 1,000 heads. 24 heads for system with over 1,000 heads. There shall be spares for every type and rating head in system. Heads shall be in a identified cabinet near control valve with maximum storage temperature 100 degrees F. Special sprinkler wrench shall be provided. 57.01.35 & 57.20.15 E. 3' clearance is required around control valve and an access aisle to it. 57.01.35 & 57.20.15 F. Check for corroded or "loaded" sprinkler heads. 57.80.82 1. Heads in spray booths may be covered with a plastic bag if the bag does not interrupt the action of system. 57.57.10C3 G. All storage must be 18" below sprinkler heads. 57.20.15 H. Check inlets of Fire Department connections for gaskets, plugs, or caps. Also the sprinkler control must be free. II. WET STANDPIPES 57.01.35 A. Check the following visually on all outlets. 57.20.15 1. Rotting hose (check at female coupling). 2. Hose is hung properly for immediate use. 3. Every fire hose shall be equipped with a 1/2" diameter brass hose nozzle or of a type specified by the Department (94.30333). 4. If hose is wet, it must be dried. This may indicate a leaking standpipe valve. 5. 3' clearance must be maintained around the outlet. III. COMBINATION - DRY STANDPIPES 57.01.35 A. Minimum of 3' clearance around inlet and outlets. IV. FIRE WARNING SYSTEMS 57.121.08C A. When a test is run, be sure sounding devices can be heard throughout premises. B. Signs shall be provided as follows: 57.121.11A 1. Posted in, on, or near the alarm panel, complete maintenance and operating instructions for the system. 57.121.11B 2. Fire Department phone number posted adjacent to manual stations, zone indicating devices, and telephone switchboard. CODE REQUIREMENTS 57.121.12 C. Alarm systems shall be tested monthly and a record of these tests shall be open to examination by the Chief. 11/7 INSPECTION GUIDES 7 V. FIRE PROTECTION ASSEMBLIES A. Fire Doors 57.01.35 1. Check fusible links; they should not be worn, corroded, or painted. 57.01.35 & 57.20.36 2. Fire doors shall not be held open, fully or partially, by wedges, blocks, hooks, ropes, etc. 57.01.35 3. Maintain 3' clearance around fire doors and their operating mechanisms. a. You may require door clearance areas be painted. B. Vent Dampers, Chutes, and Elevators 57.20.30 - Cooking & 1. All vent dampers must be maintained free from residue. 57.80.61 - Spray Painting 2. Laundry and rubbish chute doors must be self closing and cover openings. 57.01.35 3. Fire shutters must be automatic closing. Sec. 91.4307(b) Building Code Fire assemblies shall close automatically at 165 degrees or 50 degrees above ambient temp. 57.01.35 4. Red button in elevator "To Be Used in Case of Fire" overrides the photo-electric door closure. Break beam and operation of button should cause door to close. (C.A.C. Title 8, Section 3041) 57.01.35 Button must be held in until doors are completely closed. This action also places car under control of occupant. (NOTE: There is not standardization of labeling, controls, or terminology of elevators.) -06.00 FAMILY CARE HOMES I. EXTINGUISHERS CODE REQUIREMENTS CODE Title 19 Art. 9.74 C.A.C. REQUIREMENTS A. One 2-A portable fire extinguisher 5,000 square feet of floor area or there of. CODE 57.121.20 Title 19 Art. 9.74 C.A.C. REQUIREMENTS B. One portable fire extinguisher with 5-B rating. CODE 57.121.20 REQUIREMENTS C. Not more than 75 feet of travel to reach an extinguisher. II. HOUSING OF NON-AMBULATORY 57.120.26D A. Not permitted in this facility except following conditions. Maximum of 2 persons of 10% of total number of guest who require the use of aids, but need no assistance in making exit from building may be allowed in approved areas. B. Approved areas shall conform to all of the following minimum requirements: 1. Room shall be located on ground floor. 2. Exit shall be provided directly to the exterior of the building; or, a. Through not more than one immediately adjacent bedroom which has a direct means of egress to the exterior remotely located from all other exterior exits. 3. Exit opening shall have minimum width of 36 inches. A door to swing in the direction of egress. 4. An approved ramp, a minimum of 4 feet wide with an incline not greater than 1 foot in 8 feet, shall be provided. 11/7 INSPECTION GUIDES 8 III. IN EMERGENCY CODE REQUIREMENTS Title 19 Art. 9.75 C.A.C. A. The telephone number of the Fire Department shall be posted in a conspicuous location near each telephone. B. A responsible person shall be assigned to call the Fire Department and alert all residents in the event of an emergency. C. A specific area shall be designated where residents shall assemble after evacuation of the structure. IV. EXIT DOORS Sec. 3303 (c) A. Doors equipped with locks shall be readily openable from the inside U.B.C. 57.10.03 without the use of key, tool, or any special knowledge or effort. 1. Not more than one locking or latching device shall be installed on any exit door. V. ROOMS Title 19 Art 0.02 A. Room used for Day Care shall not be located above the first story above grade. VI. SMOKE BARRIER Title 19 Art. A. A floor separation must be provided at any interior stairway. 9A & 9C C.A.C. 1. Floor separation walls shall be at least one-half inch gypsum wallboard on each side of wood studs. 2. Openings to be protected by not less than 1-3/4 inch solid core doors of the self-closing type with approved latching device. 3. Doors shall not open over steps but shall open over a floor or landing not more than two inches below the threshold. 4. Depth of the landing shall not be less than the width of the door. VII. EGRESS Ch. 33 Sec. 3318 U.B.C. A. An alternate means of egress from floor shall be provided. 1. May be accomplished by providing an exterior stairway. Title 19 Art. B. Every room shall have access to at least two approved means of egress from the building without passage through intervening rooms other than corridors or lobbies. 1. Semi-direct exiting is allowed through not more than one immediately adjacent bedroom which has a direct means of egress to the exterior. VIII. MISCELLANEOUS Title 19 Art. 9.77 C.A.C. A. Where any child 12 years of age or less is housed on the second floor, an adult supervisor shall be housed on the floor used by the child. Such adult supervision shall have access to the bedroom of the child without exposure to any unprotected interior stairway. Part IV Title 24 B. All fuel burning space heaters must be vented to the outside Art M-9 C.A.C.B. atmosphere. C. Any questions regarding allowable number of occupants in these facilities should be directed to Facilities Licensing, LA Field Office, Dept. of Health, 107 S. Broadway, Rm. 6040, LA, California 90012; phone 620-4375. 11/7 INSPECTION GUIDES 9 -07.00 INDUSTRIAL OCCUPANCIES I. EXTERIOR CODE REQUIREMENTS 57.10.03 A. Check all exits for egress ability. 1. Parked cars or storage causing an obstruction or hazard. Chief's Reg. #4 B. Follow Chief's Regulation #4 requirements. 57.10.07 C. No storage on roof hindering Fire Department operation. 57.10.06 D. 7' clearance between guy wires and roof except TV antenna (1/6 height of mast away from base). 57.103.01 E. No excessive height for lumber yard piles. 1. 25' high with 15' driveway. 2. 5' from building, 10' from openings in buildings. 57.21.01 F. Have management remove waste as often as needed to reduce hazards. 57.21.04 G. For storage of hazardous waste need: tight fitting covers or automatic closing lids. 1. May need a specified area for storage of waste. II. INTERIOR 57.20.18 A. Check for source of ignition: Heaters, lights and other items near hazardous, flammable or explosive material. Check for No Smoking signs. 57.10.05 B. Aisles--all must be 44" wide. 57.22.01 C. All places with public invited or admitted must have flameproofed decorations. III. PERMITS CODE 57.04.03 REQUIREMENTS A. Check for Division 4 permit requirements. Call Fire Prevention Bureau if Permit is needed. 1. Install or alter spray booths. 2. Dip tanks, drying ovens, heating equipment, use of hazardous materials, etc. CODE 57.05.20 REQUIREMENTS A. Check for Division 5 permit requirements. 1. Project for specific time period. a.
