Historically - Start with Wars (Not the MAIN reason) – War for Independence – WWII, etc.. National Debt = 125% of GDP – Cold War, etc… – War on Terror (2001 and beyond, etc.) Macro Goals ---- Recessions – Spending Bills / Bailouts – For example --- TARP Bailout, Infrastructure Bills, etc. Social / Entitlement Programs – DIFFICULT to cut – Non-discretionary PANDEMIC! (w/ Govt Shutdown tossed in…) 28 14 11/21/2024 Entitlement Programs – DIFFICULT to cut – Non-discretionary This is incorrect… “difficult” is not the right word… The word is IMPOSSIBLE! “No government ever voluntarily reduces itself in size. Government programs, once launched, never disappear. Actually, a government bureau is the nearest thing to eternal life we'll ever see on this earth.” – Ronald Reagan, 10/27/64 29 Pre-COVID 30 15 11/21/2024 What are (some of) the problems with the debt? 31 What are (some of) the problems with the debt? FRED Graph $5.5 T 40 20 11/21/2024 Think of it this way…. (pre-COVID) From 2008-2016 we essentially added as much or more national debt than all the other years COMBINED! In the first 232 years --- just over $9 Trillion In the next 8 years --- just over $9 Trillion! (Think about that fact the next time someone suggests the Debt is a Non-Issue) (Of course, this is in Nominal Dollars, but it’s still an interesting observation.) 41 What about in Real Dollars… 8 years of debt exceeded the previous 28 years combined. Or, another measurement… - Previous 7 Presidential terms combined. (In 1983 Dollars) 42 21 11/21/2024 UPDATE – It gets worse… With the “Covid Generation”… Approx $6.5 Trillion in 2.5 years Covid 43 44 22 11/21/2024 Future Generation Issue – “Deficit Trials of 2017” – http://www.youtube.com/watch?v=AiBCRQL58_k – “The Doorbell” – https://www.youtube.com/watch?v=whd3x6cgrlA 45 Federal Budget – FY 2022 One more time ($1.4 Trillion) DEFICIT Money IN = $4.9 T Money OUT = $6.3 T 46 23 11/21/2024 What can we do about it? Too much spending and not enough revenue… What is the congressional dilemma? “Super Committee” --- why did they “fail” “… (they) could not bridge the gap between two dramatically competing visions of the role government should play in a free society, the proper purpose and design of the safety net, and the fundamentals of job creation and economic growth.” - Congressman Hensarling (Tx) 50 25 11/21/2024 Budget Philosophies Balanced Budget – Revenues = Expenditures – Most states have – Amend the Constitution Attempted --- multiple times (1995) Cyclically Balanced – Think business cycle… – Works “in theory” Functional Finance – Meet Macro Goals (and keep voters happy!) – This is what we do! 51 Budget Summary $4.1 T 52 26 11/21/2024 Federal Debt v.
