Salt Lake City Fire Department Exchange of Time Section: Personnel and Staffing Policy Number: 03-05 Effective Date: 01/01/2010 SOP A Revised Date: 01/15/2016 SOG Authority: Fire Chief Number of Pages 01 Purpose It is the intent of the Salt Lake City Fire Department to authorize exchange of work time between members. Responsibility All Fire Department Members Process Members may exchange work time in accordance with provisions outlined in the Fair Labor Standards Act, when the change does not interfere with the operations of the Fire Department. When initiating an exchange time, members will exchange with personnel holding the same rank and any required specialties for the position. The Operations Battalion Chief of the member who will be off duty may approve trades between members who do not hold required specialties, after evaluating staffing needs on the target date and determining that the trade is unlikely to cause additional backfill needs. Whenever the exchanging member will be out of town or will be unavailable to return to duty, two alternates will be provided. The member who will have his/her shift covered by a trade is responsible to account for all covered hours of the shift. A member covering another person’s shift is not authorized to use leave (personal leave, sick leave, etc.) during the traded shift. Any absence by the member covering the shift must be accounted for by the member who is off duty. Time exchange records will be maintained within the TeleStaff system. The member initiating the trade is responsible for adding a note to both their record and the cover person’s record that includes their name, name of the cover person, and all alternates (i.e. “Smith off with Jones covering - Miller & Harris are alternates”). Conflicts Due to potential conflicts with the legal and proper payment of applicable State and Federal taxes, and questions of liability, the following restrictions will be followed: A. At no time will Department members accept money from another Department member as payment for working an exchanged shift. Failure to abide by these restrictions could lead to the loss of exchange of time privileges as well as disciplinary action up to and including termination. Restriction for Probationary Members Firefighters who are within their first 6 month probationary period in Operations are not authorized to exchange time. Exceptions for extenuating circumstances may be pre-authorized at the discretion of the member’s Operations Battalion Chief. 03-05 Exchange of Time, Page 1 of 1
