High-Rise Response Levels
- Level I: Automatic alarm, notifier alarm without confirming calls, at least 1 engine company is dispatched. AHJ cancellation policy may apply.

- Requires 1 BC or chief officer, 3 Engines, and 1 Truck

Working Incident/Air Operations
- Dispatch confirms a working fire and contacts the Department of Public Safety helicopter and any relevant mutual aid agreements
- Helicopter crews must know AHJ guidelines, radio channels, report smoke/wind conditions, and understand rooftop rescue procedures, a chief officer should accompany the helicopter crew.
- The Incident Commander (IC) implements the Air Operations Branch under the Operations Section, communication is delegated to a qualified deputy due to safety requirements.
- Regular training exercises with an Air Operations Branch are necessary.
Upgrading and Resource Management
- A Level III High-Rise Response is required when a "working fire" is announced.
- Personnel assemble equipment from the Apparatus Base, located at least 200 feet from the incident.
- Command determines the level of resources needed based on department capabilities, fire load, occupancy type, fire size/location, elevator usability, and experience.
Level IV Notifications
- The Emergency Communication Center activates and may establish an Incident Management Team (IMT).
- Dispatch initiates off-duty member call-back procedures.
- Additional EMS field supervisor, fuel tanker, the Red Cross, and city/county/state emergency manager are notified.

Resource Responsibilities - Engine Companies
- Engine companies are responsible for rescue, providing water to standpipes/hand lines, and attacking the fire.
- They use pre-assembled High-Rise Standpipe and Nozzle Kits with 50-foot bundles of 2½" hose in "horseshoe" loads.
- Attack crews operate for 10 minutes with backup teams ready.
- Crews need at least three members in the lead and two at the entrance for line movement assistance. The first-in captain acts as division supervisor until a chief officer arrives.
- Requests for resources are communicated through Command or the Operations Section Chief.
Resource Responsibilities - Truck Companies
- Truck companies are responsible for rescue, force entry, gain access, ventilate, support engine operations, and operate as Initial Rapid Intervention Team (RIT) and carry necessary equipment
- Truck company members should not waste energy carrying hose bundles or nozzle equipment.
- Truck initial duties: support rescue, force doors, open plenum space, and create breaches for aggressive attacks.
- Fourth-due truck companies organize and implement ventilation strategies, primarily pressurizing stairways, additional pressurization may assist keeping evacuation stairways clear.
- The “Ventilation Group” should monitor and communicate conditions on a separate channel.
- Division and group supervisors must maintain constant communication.
Resource Staging Area (RSA)
- An RSA is made as soon as possible, ideally two floors below the fire floor.
- It serves as a cache for equipment, tools, hose, firefighting teams, medical support, and RITs and is supervised by a manager.
Communication Plan
- Dispatch centers should provide an operations channel to the incident and use pre-plans and high-rise response guides to secure resources.
- ICS Form #205 "Incident Communications" should list support, operations, and emergency channels.
- Dispatch centers should use resource boards to track local and regional resources.
- Salt Lake City Communications Center dispatches on Channel 3, switching the incident to Channel 2, tactical channels are assigned by Incident Command.

Specific Engine Company Functions:

- 3rd/4th-Arriving Engines: Backup to attack team on the fire floor, stationed in the stairwell.
- 5th/6th-Arriving Engines: Positioned at Apparatus Base, report to Resource Staging Area, and prepare to relieve stairwell crews.
- 7th-Arriving Engine: Begins fire attack from a second stairwell, coordinating with the Fire Floor Division supervisor acts as Initial 2nd stairwell Fire Attack Group supervisor.
- 8th-Arriving Engine: Supplies a second standpipe; the crew backs up fire attack in the 2nd stairwell.
- 9th/10th -Arriving Engines: Prepare to replace attack team on fire floor in 2nd stairwell.
- 11th/12th-Arriving Engines: Positioned in resource, prepares to replace an attack team in 2nd stairwell
Specific Truck Company Functions:
- 1st-Arriving Truck: Performs truck functions on the fire floor, opens up for the attack team. Becomes Initial Rapid Intervention Team (IRIT) or Ventilation Group.
