Overview of Standard Operating Procedure (SOP) 616
- Established to standardize high-rise/standpipe packs and bags for Clearwater Fire & Rescue Department.
- Approved by Fire Chief Scott Ehlers; effective since January 25, 2008, with revisions in December 2019.
High-Rise/Standpipe Packs
- Consists of three packs, each containing 75 feet of 2-inch hose.
- Pack one: includes a 2.5-inch smooth bore nozzle with a 1 1/8-inch tip.
- Pack two and three: hoses without nozzles.
- Hose color is specified as Key Fire Hose GREEN.
- All packs to be taken into the structure for deployment when responding to fires or alarms in high-rise buildings or those beyond pre-connected hose reach.
- Deployment strategy should be based on the fire's location within the structure.
Packing Techniques
- Detailed packing and coiling procedures are specified in Training Bulletins 2014-11 and 2019-14.
Carrying High-Rise/Standpipe Packs
- Designed to be carried over the SCBA bottle to balance weight on shoulders and waist.
- This method keeps hands free for additional tools and aids in climbing stairs.
- Neatly packed hoses with tight straps facilitate better management and transport.
High-Rise/Standpipe Bag Contents

- TFT Slow Close High Rise Valve
- One 2.5-inch elbow, two spanner wrenches, one spare hand wheel
- Four door chocks and grease pencils
- Spare 2.5-inch smooth bore nozzle with 1 1/8-inch tip
- One 1.5-inch to 2.5-inch increaser, elevator keys, crescent wrench
- Gustin wrench, yellow tool bag, two sprinkler wedges
- One pair of channel locks
- Additional equipment can be added by companies based on response area needs.
