Study Notes
The Barbary States
- Comprised the African countries along the southeastern shore of the Mediterranean Sea: Morocco, Algiers, Tunis, and Tripoli (now Libya)
Barbary Pirates
- Operated from the Barbary States for centuries
- Active from medieval times until the 19th century
- Operated throughout the Mediterranean, south along West Africa's Atlantic coast, and into the North Atlantic as far north as Iceland
- Seized merchant ships for cargo and crew, raided European coastal villages, and captured people for ransom or sale on the Arab slave market
- Did not discriminate, targeting men, women, and children equally
Barbary States and European Countries
- Each Barbary state had a ruler (pasha) who operated as a military strongman
- Pashas negotiated treaties with European countries, involving "tributes" or protection money to avoid attacks on their ships
- Tributes might take the form of cash, military supplies, or expensive gifts
- Renewed annually, with increasing value demanded by the ruler
American Colonies and the Barbary States
- Before independence, American colonies enjoyed protection under Britain's treaties with the Barbary States
- After independence, American ships were unprotected, and the British hoped that pirate attacks would damage American trade with Mediterranean countries
- In 1784, the Continental Congress entered into treaties with the four Barbary States
The First Barbary War (1801-1805)
- Started when the pasha of Tripoli declared war on the United States over tribute demands
- The United States did not yet have a fully developed navy, but President Jefferson dispatched a naval squadron to Tripolitan waters
- President Jefferson expanded the power of the Office of the President by posting naval resources without requesting Congressional support
- The war ended with a peace treaty between the U.S. and Tripoli on June 4, 1805
Thomas Jefferson's Role
- Initially involved in negotiations with the Barbary States, resulting in early treaties and tributes
- Averse to paying for protection, Jefferson decided not to succumb to increasing demands from the Barbary States as President
- His refusal led to the First Barbary War
Chesapeake-Leopard Affair
- After the First Barbary War, drama on the seas continued with the Napoleonic Wars
- The British navy blockaded American ports to prevent French ships from resupplying
- The USS Chesapeake was attacked by the HMS Leopard, and the British crew boarded the ship, taking away suspected deserters
- The incident outraged Americans, but Jefferson responded with an economic embargo rather than war
The Embargo Act of 1807
- Closed all U.S. ports to exports and limited imports from Britain
- Aimed to avoid war with Britain and keep ships out of harm's way
- Devastated the American economy, with exports dropping by 75% in the first year
- Repealed by Congress in 1809
Aftermath of the First Barbary War
- The Barbary pirates continued to control the Mediterranean Sea with treaties and tributes
- The United States' naval strength grew exponentially, and the Barbary States eventually entered into reasonable treaties with America
- The Barbary pirates continued to operate until the French conquest of Algeria in 1830
- The aftermath of the Barbary Wars established the United States as a global player and a naval/military force
