Video Surveillance System
- Video Surveillance System is an essential security requirement in Indian Railways, provided at various locations including stations, railway establishments, and coaches.
- The system is operated and monitored by RPF (Railway Protection Force) staff.
IP Based Video Surveillance System (Stations & Railway Establishments)
- The system is installed at various locations such as entrance/exit, platforms, waiting halls, reservation counters, parking areas, railway yards, and foot over bridges.
- It captures images of commuters and public, and carries out analysis.
- IP cameras complying with RDSO specs are used for stations, while CCTV cameras may be installed at non-critical locations after approval from the competent authority.
System Description
- The system is end-to-end IP-based with IP cameras, video management, and video recording deployed on servers/network video recorders at RPF/GRP Thana/Posts.
- The system has a provision for viewing and monitoring camera streams at Divisional HQ/centralized location or other clients connected to MPLS/IP network.
Centralized Management
- A centralized management system, including video management software, is deployed in Datacenter/Centralized Location/Cloud.
- The system allows for viewing and monitoring of camera streams at Divisional HQ/centralized location or other clients through MPLS/IP network.
- The video data at the Data Centre/Cloud is accessible to any other centralized location or clients through MPLS/IP network.
IP Based Closed Circuit Television (CCTV) Surveillance System in Coaches
- The system is provided for surveillance in coaches of passenger trains of Indian Railways.
- Each coach is installed with 8 cameras, including 4 in doorways, 1 in each vestibule portion, and 2 in the aisle area.
- Each coach has a video recorder unit or mobile network video recorder along with system software.
Maintenance
- The equipment should be kept clean and tidy without dust.
- The connectivity to switches, cameras, servers, PC workstations, storage, etc. should be checked regularly.
- The condition of various cables should be checked, and antivirus patches should be updated regularly.
- Staff should be trained for maintenance of the video surveillance system.
- The system should be inspected, checked, and maintained by the concerned SSE/JE on a monthly basis.
Do’s and Don’ts
- Do write configuration changes in a register, and protect cables from rodents.
- Do train staff and update their knowledge to maintain the VSS network more efficiently.
- Do not change hardware when power supply is ON, unless it supports hot swapping.
- Do not change IP addressing scheme and IP address of the working network without written permission.
IP Cameras and Network Video Recorders
- IP Cameras, Network Video Recorders, and Software must comply with global ONVIF standards, specifically profiles 'S' and 'G'.
- Profile 'S' ensures interoperability between Video Management Software/NVR and Camera.
- Profile 'G' ensures interoperability between Video Management Software/NVR and SD (memory) Card in the Camera.
Video Management and Recording System
- The system must provide secured recording for evidence purposes and user authentication to protect data integrity.
- Redundant Servers/NVRs may be provided in an N+1 configuration to ensure recording and playback availability in case of Server/NVR failure.
- The system must be able to continuously record for 30 days at any given point in time.
Environmental and Viewing Requirements
- Equipment must operate in a typical temperature range and humidity.
- Railway may specify additional temperature and humidity requirements.
- Viewing of any camera must be possible from Divisional, Zonal Headquarters, and Railway Board during emergencies or as desired.
Cloud-Based Architecture
- Video Analytics and Face Recognition Software must be deployed in the Cloud.
- Video/data must be stored at RPF/GRP Thana/Post on External Storage Devices/Servers/NVRs and at Cloud as required.
- The system must provide secured recording for evidence purposes and user authentication to protect data integrity.
IP-Based CCTV Surveillance System in Coaches
- Each Coach must be installed with at least 8 cameras.
- Each Coach must be provided with a Video Recorder Unit or Mobile Network Video Recorder (Mobile NVR) along with System Software.
- Cameras must be installed and fixed on Coach Ceiling with vibration-proof fixing and connection arrangements.
System Components and Maintenance
- The system must consist of various components, including IP cameras, Video Recorder Unit, Managed PoE Ethernet Switch, Wi-fi Access Point, Mobile NVR, System Software, Face Recognition Software, Server Hardware (Data Centre), and various types of cables.
- The system must have a unique digital identification number.
- Necessary action must be taken to ensure uptime better than 99.5% in consultation with the manufacturer and system integrator.
- A LAPTOP along with other required accessories and tools must be provided to the supervisor maintaining the VSS system.
- The complete VSS system of a station must be inspected, checked, and maintained by the concerned SSE/JE on a monthly basis.
Do's and Don'ts
- Do's:
- Write configuration changes in a register.
- Properly lace internal wiring.
- Protect cables from rodents.
- Train staff and update knowledge to maintain the VSS network more efficiently.
- Use ESD wrist bands while handling VSS equipment.
- Use a good quality earth and maintain earth resistance below 1 Ohm.
- Change passwords of PC workstation/servers once a month and record it securely and confidentially.
- Take back-up of various configurations every time the configuration is changed.
- Follow procedures for clearing event and performance logs of PC workstation/server at specified intervals.
- Plan replacement of UPS batteries as per specified lifecycle.
- Check backups at least once a week.
- Don'ts:
- Do not change hardware of the system when power supply is ON unless it supports hot swapping.
- Do not change IP addressing scheme and IP address of the working network without written permission of the in-charge.
