Vehicle Pursuit OIC Responsibilities
- If the unit supervisor is unavailable, the district supervisor becomes the pursuit OIC

Emergency Operation of Police Vehicles
- Emergency operation (lights and sirens) is authorized during emergency cases

Roadblocks

Stop Sticks

- Stop sticks should deployed for a controlled release of air from a target vehicle's tires, usually within 20-30 seconds
Police Vehicle Operation
- Police officers are allowed to use sirens and lights in emergency situations, including pursuing suspects.
- When operating in emergency mode, officers must use due care and not endanger other people.
- Officers are not allowed to have passengers in their vehicles while in emergency mode, except civilians observing or patients being transported to the hospital.
- Officers are restricted from exceeding the posted speed limit by more than 20 mph when driving in emergency mode.
Silent Response
- Police officers may respond to calls without sirens, using emergency lights only.
- Silent responses should be conducted with extreme caution and at a reasonable speed, as officers may not be considered emergency vehicles by law in this mode.
Portable Flashing Blue Lights
- Portable flashing blue lights are not considered emergency vehicle lights.
- These lights should be used to identify emergency situations like auto accidents, road hazards, and crime scenes.
Stop Sticks
- Stop Sticks should be used on vehicles with four or more wheels.
- Stop Sticks deployment must be done on stationary vehicles only, and not while the police car is in motion.
- Officers must consider safety when using Stop Sticks and make sure the location of deployment is safe.
- Avoid deploying Stop Sticks on expressways or in areas with pedestrians.
- Officers should alert the ECC of their intention to use Stop Sticks and where they are located.
Vehicle Escapes/Not Located
- A Non-NIBRS Case Report must be completed when a vehicle escapes from a traffic stop or pursuit.
- The report should specify if a pursuit was initiated and report the violation, initiating officer, and district in the narrative.
- Once the vehicle is located, a Non-NIBRS supplement report must be filed and the vehicle towed to the Impound Unit.
- If the vehicle is not located within 28 days, the auto theft investigator will close the report.
Planning and Inspections Section Responsibilities
- This section is responsible for conducting an annual analysis of vehicle pursuits to ensure compliance with policies and procedures.
