Study Notes
Objectives (ý kiến) of the AWSS for Reducing Drowning Deaths
- Strengthen child drowning prevention programs to raise awareness of adult supervision, pool fencing, water familiarization, and CPR
- Increase local and state government-based systems to ensure compliance and enforcement of four-sided pool fencing
- Promote community-wide rescue and resuscitation skills
- Promote secure safe play areas on farms, rural residential properties, and recreation parks
- Promote compulsory swimming and water safety education for school-aged children
- Create and evaluate systems to benchmark children's survival swimming skills
Factors Associated with Pool Drownings
- Lack of supervision contributes to the majority of drownings
- Over 75% of children under 5 are left unsupervised at some time
- Non-compliant fencing (less than 1.2m high) increases the risk of drowning
- Gates that do not self-latch or open inwards, climbable objects near the fence, and spaces under the fence are hazardous
- Incorrect spacing of pool fence and non-child-resistant house doors and windows are also contributing factors
- Inadequate CPR signage is a significant risk factor
Drowning Prevention for Children
Four Key Actions
- Supervise: maintain constant visual contact, be in the water and within arm's reach for young children, and be ready to enter the water in case of emergency for older children
- Restrict Access: use a barrier between the child and water, such as pool fencing, and place a barrier around the child to prevent access to the water
- Water Awareness: build familiarity and confidence in water, starting with water awareness for infants and toddlers, water confidence for 3-5 years, and learn to swim for 5+ years
- Resuscitate: learn CPR, ensure CPR charts are located near the pool, and be prepared to respond in case of an emergency
