Study Notes
The Rule of Eight
- A tool used by the Incident Commander to prioritize and organize information at an emergency incident
- A list of priorities that need to be addressed, in order of importance
The Rule of Eight Priorities
- Size-up
- Rescue
- Exposures
- Confinement
- Extinguishment
- Overhaul
- Ventilation (at any point deemed appropriate)
- Salvage (at any point deemed appropriate)
Size-up
- Performed by all personnel at an emergency incident
- Involves gathering information from:
- Dispatch
- Weather conditions
- Time of day and year
- Information provided on route
- Building type and construction
- Occupancy type
- 360-degree observation of the incident
- Location of fire department connections and hydrants
- Preplanning information
- Determines the need for additional resources
- Begins the development of an initial Incident Action Plan (IAP)
Rescue
- Involves determining if there are:
- People visibly endangered
- People reported to be missing or trapped
- Potential for people to be endangered
- The Incident Commander must attempt to rescue savable persons or initiate actions to mitigate the dangerous condition
- Resources are deployed to support rescue efforts
Exposures
- An incident is classified as an exposure when it impacts an area or occupancy other than the initial emergency location
- Action is taken to protect or minimize the potential for the emergency to spread to another area
Confinement
- Involves protecting interior exposures by stopping the fire from spreading further in the structure involved
Extinguishment
- The goal is to determine what is necessary to put out the fire
- Includes determining the proper flow rates needed to extinguish the fire
Overhaul
- The primary reason is to ensure the fire is completely extinguished
- Aids in determining the cause and origin of the fire
- Must preserve evidence
Ventilation and Salvage
- Ventilation can be done at any point while using the Rule of Eight
- Ventilation may have a direct impact on creating a flow path and must be coordinated properly
- Salvage operations are conducted to reduce damage
- Salvage can be done at any point while using the Rule of Eight
- Involves covering objects with tarps or plastic sheeting and removing valuable property
