ADEN's Responsibilities
- Ensure prerequisites, pre-block, during block, and post-block activities for quality output
- Ensure sufficient lighting during night working and arrange fuel/oil in advance
- Take necessary actions to clear the block section expeditiously in case of machine breakdown
- Inspect track machines as per the prescribed schedule and check items/checklist laid down in Indian Railways Track Machine Manual
Works Execution and Monitoring
- Prepare plans and estimates for works and submit detailed proposals to the Division for sanction
- Prepare special conditions, if any, specific to the site for execution of work(s)/part of the work(s)
- Execute and monitor works as per the tender conditions and approved plan & schedule
- Ensure timely measurements and preparation of bills with prescribed test checks for quality and quantity
Measurement and Inspection
- Measure and record the measurements of ballast or carry out 100% check on quality and quantity
- Co-ordinate with Officials of other Departments as warranted
- Monitor inspections, works, and other records of subordinate officials
Track Maintenance and Inspection
- Be vigilant to locate faults/irregularities in the Permanent Way and ensure prompt remedy
- Observe the behavior of the track under passing trains to detect inadequate packing
- Travel on the footplate of Engine/Rear brake-van/last Vehicle of fast trains, take notes of bad running locations, and get them rectified
- Immediately bring the defects, which are beyond powers of remedy, to the notice of SSE/P.Way (In-charge) and obtain advice
JE/SSE/P.Way Responsibilities
- Have a thorough knowledge of important pre-requisites for proper functioning of LWR/CWR and limitations and precautions laid down for work on LWR/CWR
- Ensure that the maintenance instructions are strictly followed by all the staff dealing with maintenance of LWR/CWR
Inspection and Maintenance of Bridges/Tunnels/Cuttings
- Inspect and maintain track at Bridges/Tunnels/Cuttings as per provisions contained in Para-106 (3)
General Responsibilities of JE/SSE/P.Way
- Regularly inspect all assets as per laid down frequency and maintain track in a safe and satisfactory condition for traffic
- Execute special works, such as Renewals, spot attention, or as instructed from higher authority
- Work in the SSE/P.Way (In-charge) office and assist the SSE/P.Way (In-charge) as directed
- Ensure that all works are carried out with safety, following the stipulated rules
Gang Mate Responsibilities
- Ensure that all the requisite tools and equipment are with the trackmen at the site of work
- Ensure that the prescribed system of track maintenance is adhered to and the tasks allotted are efficiently carried out
- Ensure that the safety equipment and signals supplied to the Gangs are kept in good order and ready for use
Keyman Responsibilities
- Carry two red flags, one green flag, ten detonators, a keying hammer, and other equipment
- While walking, look for defects, such as loose fish bolts, loose bolts on joggled fish plates, and attend to them as necessary
- Keep a special watch on the rails and welds marked for observation by the USFD team
- If the Keyman notices any condition of danger, protect the line at once as per rules and report the matter to the Gang Mate, the nearest Station Master, and JE/SSE/P.Way
ADEN Responsibilities
- Scrutinize inspection entries made by SSE/P.Way (In-charge) and JE/SSE/P.Way (Sectional) in Track Management System (TMS)
- Ensure compliance with items needing attention within a reasonable period
Inspection and Test Check of USFD
- Check work of JE/SSE/P.Way (USFD) at least once a month or as specified by higher authority
Inspection of Office and Stores
- Inspect Office and Stores of all SSE/P.Way (In-charge) at least once a year
- Pay particular attention to:
- Availability and proper distribution of Imprest materials
- Upkeep and working of small track machines, Engineering indicators, protection equipment, and other important items in stores and records in offices
Accompanying Inspection by Higher Officials
- Accompany higher officials on their inspections and carry:
- Relevant manuals (soft/hard copy) updated
- List of Permanent and Temporary speed restrictions
- TMS Information Dump of Assets and Inspections (section details, track diagram, TRC/OMS records, fracture details and analysis, inspection details of various assets)
- Important registers and other relevant records
- List of sanctioned works and their status
- Inspection notes of higher officers with compliance reports
- Working time table
- Other specific papers and plans that are likely to be discussed
Other Inspection Requirements
- Accompany Track Recording/OMS/Oscillograph Car runs and take notes on spots needing attention
- Ensure rectification of defects
- Inspect entire section, including loops and yard, once in 3 months
- Inspect Fast Train Inspection once a month, covering the entire sub-division

Track Inspection Schedules
- Entire section including loops and yards to be inspected once in 3 months.
- In case of multiple lines running closely parallel, one trolley inspection can cover all lines; otherwise, separate inspections are required for each group of lines.
Fast Train Inspection
- Inspect entire sub-division once a month using either Engine or Rear Window of fast train.
Level Crossing Inspection
- Inspect all level crossings once in six months.
Curve Inspection
- Inspect curves based on results of TRC/OMS/FP and inspection details of JE/SSE/P.Way.
Points and Crossings Inspection
- Inspect all points and crossings on passenger running lines once a year, and 10% of points and crossings on other lines.
LWR/SEJ Inspection
- Inspect all LWR/SEJs once in six months, preferably in hottest and coldest months.
Track on Bridges Inspection
- Inspect track on Girder Bridges as part of annual Bridge inspection, besides normal track inspections.

USFD Test Check
- Conduct monthly USFD test check for at least two hours during regular trolley inspection by SSE/P.Way (In-charge).
Night Inspection
- Conduct night inspection once a month by SSE/P.Way (In-charge).
Monsoon Patrolling
- SSE/P.Way (In-charge) to patrol once a month, and JE/SSE/P.Way (Sectional) to patrol once a fortnight by train and trolley inspection.
Hot Weather Patrolling
- SSE/P.Way (In-charge) to patrol once a month, preferably between 12:00 to 16:00 hrs, by train, push trolley, or motor trolley.
Night Foot Plate Inspection
- Conduct night foot plate inspection once a month by SSE/P.Way (In-charge) and JE/SSE/P.Way (Sectional).
Responsibilities of JE/SSE/P.Way
- Be responsible for temporary storage and timely arrangement and transportation of HSD oil.
- Arrange lighting during night working.
- Ensure transportation of tamping tools for reconditioning and returning reconditioned tools.
- Protect the site of work and adjoining track.
- Arrange precautionary measures for safety at site.
- Arrange track protection and provide lookout men for safety.
- Ensure machine stabling in suitable sidings and minimal idle run.
- Arrange for protecting and watching of stabled machines.
- Co-ordinate with other departments for smooth working.
- Take action to clear block sections expeditiously in case of machine breakdown.
Inspection Schedules of JE/SSE/P.Way (Other than In-charge or Sectional)
- Foot inspection: complete section once in a month, and other than passenger running lines once in three months.
- Note down irregularities like missing/ineffective fittings, greasing of ERC, turnouts, SEJs, and glued joints.
- Observe packing condition under running train and note down bad patches requiring attention.
- Recoup missing ERCs, liners, keys, and other fittings.
- Carry out rail end examination and lubrication of fish plated joints.
Keyman's Responsibilities
- Carry out daily inspection of track.
- Note down irregularities like missing/ineffective fittings, greasing of ERC, turnouts, SEJs, and glued joints.
- Recoup missing ERCs, liners, keys, and other fittings.
- Carry out rail end examination and lubrication of fish plated joints.
- Imposed caution after stopping the train or otherwise, wherever required for safety.
- Perform additional duties in LWR/CWR territories, including periodical oiling and greasing of SEJ, tightening of loose fittings, and watching for sun kinks, loose or missing fastenings.
