Study Notes

Electronic Transfer Requests for Uniformed Employees

  • Uniformed employees need to enter specific information for a special transfer request such as selecting it from the teletype "Announcement of Vacancy" in the drop-down menu, reason for transfer, educational history, and supplemental education, training, and special skills.
  • Resumes are not required for a standard transfer request, but may be required for a Special Assignment Transfer, and should be directly forwarded as directed by the teletype announcing the vacancy.
  • If a uniformed employee submits an additional transfer request, the prior request is automatically rescinded, and a prompt appears to confirm the rescission.
  • After entering the required information, the uniformed employee must submit the transfer request by clicking on the "Submit" option at the bottom of the transfer request screen.
  • Upon submission, the employee needs to verify their last four digits of the social security number, date of birth, and shield number.
  • The transfer request screen will display new options after verification, including the ability to rescind the request, close, print, or email the request to the Department's Office of Equal Employment Opportunity.
  • The Office of Administration requests an Employee Performance Report (Form 22R) from the uniformed employee's Commanding Officer before the transfer.
  • The Commanding Officer indicates approval or denial of the transfer request on the Form 22R and forwards it to the Office of Administration.
  • If an application for transfer has not been recommended, the concerned employee is notified and given counseling to improve upon the unsatisfactory area.
  • The Office of Administration keeps submissions active in the system's electronic file until the transfer is acted upon or the end of the transfer period is reached.
  • Final action on the transfer request is completed electronically by the Chief of Department or a designee, and recorded in the transfer database.
  • At the end of the transfer period, unacted transfer requests are archived, and a new transfer database is started. Exceptions are made for special transfer requests with filing periods overlapping the end of a transfer period.

Electronic Transfer Requests Policy for Uniformed Employees

  • A uniformed employee transferred to a temporary "Special Assignment" will have any existing electronic transfer request remain active, unless rescinded or exceeding the transfer period.
  • If a uniformed employee has both a standard transfer request and a "Special Assignment" transfer request, they are eligible for assignment to either one, with action on one request making all others inactive.
  • The promotion of a uniformed employee automatically rescinds any previous transfer requests submitted by that employee.
  • No transfers are approved within six months of the previous transfer, except for newly transferred employees submitting a "Special Assignment" transfer request.
  • Mutual transfers of assignments are not permitted, and the ultimate authority for transfers rests with the Commissioner, considering factors such as seniority, record, competency, and reason for the request.
  • Transfer requests are processed without regard to race, color, age, alienage, creed, religion, disability, gender, marital status, national origin, or sexual orientation.
  • Failure to report for a transfer requires immediate notification to the Office of the Chief of Administration, and any improper requests or recommendations for transfers will result in automatic denial.
  • A permanent uniformed employee's assignment made through an electronic transfer request is subject to a six-month evaluation period, and poor performance may result in revocation of the transfer.
  • Uniformed employees submit transfer requests electronically via the Department's intranet homepage, providing personal and command information, and selecting the type of transfer sought.
  • For a standard transfer request, the employee lists up to six command preferences, reasons for transfer, educational history, training, and special skills.
  • The transfer policy applies without discrimination based on various personal characteristics and is subject to evaluation and revocation based on performance.
  • Employees are reminded about the rules and procedures for making transfer requests and recommendations, with any violations resulting in automatic denial of the request.
