Ministry of Labour Inspections
- The Ministry of Labour (MOL) conducts compliance inspections at Toronto Fire Services (TFS) to ensure regulatory compliance.
- "Workplace” means any land, premises, location or thing at, upon, in or near which a worker works.
Responsibilities
- All TFS staff are responsible for reviewing this guideline and participating in MOL inspections.
- TFS employees must comply and cooperate with the Inspector during the visit.
MOL Inspector Visits
- MOL Inspectors can inspect workplaces for regulatory compliance, investigate complaints, and investigate work refusals and critical injuries.
- Inspectors may request documents, ask questions, and demonstrate equipment use.
- Duty Officers/Supervisors must introduce and accompany the Inspector, determine the purpose of the visit, and contact the Central Health and Safety Co-Chairs.
Roles and Responsibilities
- Duty Officers/Supervisors:
- Determine the purpose of the visit

- Introduce and accompany the Inspector
- Provide facts when asked
- Note details of conversations and instructions received
- Make and keep copies of documents provided to the Inspector
- Report to senior staff when documents are requested and provided
- Platoon/Division Chief:
- Attend the visit when possible
- Provide additional information to the Inspector
MOL Inspection Report
- Inspectors will leave a report (Ministry of Labour Premise/Project Form) with the Duty Officer or most senior supervisory staff before leaving the workplace.
- The report will be acknowledged, submitted to the Platoon/Division Chief, posted on the Health and Safety Bulletin board, and sent to the Joint Health and Safety Committee (JHSC) c/o Central Committee Co-Chairs.
Orders Issued Subsequent to the Inspection
- In cases of imminent danger, Inspectors can verbally order work stopped and confirm in writing before leaving the workplace.
- Duty Officers/Supervisors must arrange to stop the work in a safe manner, notify the Communications Officer, and post the order in the workplace on the Health and Safety bulletin board.
Special Circumstances
- If the Inspector indicates prosecution is being considered or enters the workplace with a search warrant, the Management Co-Chair of the Central Health and Safety Committee should be contacted immediately.
Work Refusals
- In case of work refusal, the worker must promptly report the circumstances to the employer or supervisor, who will investigate the report in the presence of the worker and a Committee member representing workers.
