Guidelines for Clearing Apparatus from Accidental and False Fire Responses
- The Incident Commander is responsible for ensuring a thorough investigation of each alarm response before clearing all apparatus from the scene.
Clearance of Apparatus
- If a fire alarm has been responded to by more than one apparatus and is found to be a false or accidental alarm, the Officer In Charge of the first arriving apparatus must immediately clear all other responding apparatus, including the District Chief.
- Company Officers may advise the District Chief of their findings and intention to clear apparatus, and the District Chief may assist with clearing apparatus.
- Company Officers must investigate claims of false fire alarms by on-scene building personnel to verify the validity of the claim before clearing apparatus.
- Factors determining whether other incoming apparatus are cleared in advance of the first apparatus investigation include:
- Apparent training and competence of on-scene personnel
- Willingness of on-scene personnel to assist Toronto Fire
- Size and complexity of the building facility
- Volume of responses being answered by Toronto Fire
Downgrading Emergency Responses
- Emergency responses may be downgraded due to:
- Fire alarm testing/maintenance notification
- Known fault in fire alarm systems
Fire Alarm Testing/Maintenance Notification
- The TFS Communications Centre must be notified prior to fire alarm system testing or maintenance being performed at an address.
- The TFS call taker will record the information in the Computer Aided Dispatch (CAD) system Database Manager as a Location of Interest (LOI) record, including:
- Description and location of work being done
- Contact telephone number
- Expected time of completion
- Additional information such as Floor number, Unit number, or Building number
- This information will assist in determining whether a report of alarm bells ringing is related to the fire alarm system testing or maintenance, and the level of response required to the address.
- A single emergency vehicle response, FACC – Fire Alarm Check Call, may be dispatched when the Communications Centre was notified of fire alarm testing or maintenance in advance, and smoke, flames, or odours are not present.
