Changeovers of Apparatus
- Changeovers occur when a fire apparatus is replaced with a reserve unit due to mechanical failure or safety concerns.
- The driver and Company Officer are responsible for conducting an inventory of equipment transferred during the changeover.
Responsibility
- Firefighters driving the apparatus are responsible for:
- Conducting a complete inventory of all equipment transferred
- Recording each item transferred during the changeover
- Conducting a complete inspection of the apparatus
- Company Officers are responsible for:
- Ensuring changeovers are conducted in accordance with the guideline
- Ensuring all equipment removed from the apparatus is inventoried and accounted for
- Notifying the Communications Centre of the location of spare apparatus
- Communications Centre Officers are responsible for posting the location of spare apparatus.
Guidelines
- Changeovers occur when an apparatus is deemed not roadworthy due to mechanical failure or safety concerns.
- The Company Officer shall consult with the Mechanical Division regarding immediate repair options.
- Aerials with mechanical failure of aerial devices are exempt from changeovers when the District Chief, Platoon Chief, and Communications are advised of the status and operation is for exclusive use of the equipment.
Procedure
- The changeover location is determined by the District Chief in consultation with the Company Officer and Mechanical Division.
- The vehicle to be loaded shall be inspected and operationally tested to ensure it meets emergency operation requirements.
- All Firefighters shall participate in the changeover procedure.
- The apparatus or vehicle being changed over shall be completely emptied of equipment and fire hose.
- Equipment that cannot be carried aboard the changeover apparatus shall be completely inventoried and securely stored in the respective fire station.
Identification
- Spare apparatus are outfitted with aluminum brackets to hold front-line truck number plates for identification at emergency scenes.
- Each spare apparatus has two brackets installed, one at the front and one at the rear.
- Identification plates are installed on the spare apparatus during changeovers.
Notification
- The Company Officer shall notify the Communications Division of the status of the changeover procedure.
- The Company Officer shall initiate a radio identification change with the Communications Centre to correctly identify the vehicle.
Apparatus Removed from Service
- Apparatus removed from service shall be stored inside whenever possible or prepared for outdoor storage to prevent damage from the elements.
- A Fire Apparatus Removal from Service Tag shall be filled out by the Officer in charge and left in the Driver's window.
Safety
- All personnel participating in the changeover procedure shall wear approved safety footwear.
- All personnel shall abide by safety rules during the changeover procedure.
