Procedures for LNG Transfers at Interior Gas Utility Storage Sites

Written procedures for conducting LNG transfers must be kept onsite at both storage sites.

Only trained personnel authorized by Interior Gas Utility are allowed to operate the LNG Storage Sites.

Smoking is prohibited within the Storage Site area and within 50 feet of the fence.

No electrical equipment may be used or worn within the site unless rated as Class 1, Division 1 electrical equipment.

Access paths to loading and unloading areas must be posted with "NO SMOKING" signs.

Transport personnel must wear personal protective wear while performing LNG transfer work.
-
The maximum liquid level for storage site #1 must not exceed 90,120 gallons.

Personnel must monitor flow rates, liquid levels, and tank pressures during an LNG transfer to prevent overpressure and filling.

High-pressure load procedures must be followed if the pressure in the tank being filled exceeds 70 psi.

If suspected or found "Hot," LNG loads must not be initiated.

The procedures for LNG transfer by pressure transfer and pump transfer are to be used in association with safety and initial inspection and preparation procedures.

For pressure transfer, the transfer line must be connected to the tank's vapor return line, and the meter run by opening valves V640 and V641 on the 4” bypass line.

Tank and distribution pressures must be monitored during the offload with the standard offload and shutdown procedures.

The cryogenic pump may be used for LNG transfer if pressure transfer is not possible or desired.
