Restricted Movement Overview

  • Authorization made by Assistant Warden, Interventions (AWI), Assistant Warden, Operations (AWO), or Correctional Manager (CM), according to regular/irregular hours.
  • AWI or AWO must confirm or cancel CM authorization by the next working day.
  • The AWI must actively seek reasonable alternatives and cancel the authorization if a reasonable alternative exists.

SIU Transfer Decision

  • The Institutional Head makes the final transfer decision (approve/deny).
  • The decision must be made within five working days.
  • The decision involves considering the authorization document, inmate representation, and any legal counsel details.
  • Institutional Head (non-SIU) makes decision when inmate transferred to the SIU before the hearing has been decided.

Structured Intervention Unit Review Committee (SIURC)

Health Assessments and Recommendations

  • All inmates on restricted movement or SIU transfer will have a health assessment within 24 hours, focusing on mental health and general health.
  • A registered health care professional performs a daily visit (without barriers) and a mental health assessment within 28 days.

Time out of Cell

  • During this minimum time, inmates have the opportunity for meaningful human contact for a minimum of two hours.
