Storms and Flooding Incident Checklist

Emergency Operations Guide

Storms and Flooding Incident Commander Tasks

• The Storms and Flooding Incident Commander is responsible for distributing the notice.
• Their tasks include conducting a Size Up of the affected area, which requires information on the number of people affected, injuries, fatalities, and damage to infrastructure.

Incident Response

• If the incident is impacting LAPD resources, a Unified Command should be established.
• If the incident is not impacting LAPD resources, notify the Emergency Operations Bureau.

Flood Emergency Response

• The LAFD is responsible for Phase I, II, and III notifications to all areas during a flood emergency.
• The Incident Commander determines the need for general evacuation of an area during a flood emergency.

Flood Emergency Phases

• Phase I indicates a potential flood threat, and personnel should prepare for evacuation.
• Phase II indicates an imminent flood threat, and personnel should evacuate immediately.
• Phase III indicates a flood is in progress, and personnel should take immediate action to protect life safety.

Watch Commander Responsibilities

• Upon learning of a Phase I, II, or III warning, watch commanders should notify all personnel and prepare for evacuation.
• If major damage has occurred that does NOT impact LAPD resources, watch commanders should notify the Emergency Operations Bureau.
• If major damage has occurred impacting LAPD resources, watch commanders should establish a Unified Command.

Size Up Requirements

• Field units should obtain a Size Up of the affected area, including information on the number of people affected, injuries, fatalities, and damage to infrastructure.

Evacuation Procedures

• If the LAFD Incident Commander orders evacuation of an area, personnel should comply immediately.
