Study Notes
State and Non-State Institutions
- States worldwide establish government agencies to meet the needs of their population.
- Democratic societies allow businesses, individuals, corporations, and nonprofits to provide goods and services.
- A country can be compared to a family, with either authoritarian or lenient approaches.
- Parents generally provide for their family's needs, including feeding, clothing, education, shelter, medicine, and emergency savings.
- Despite parents' efforts, some issues may remain unresolved within families.
- Children contribute to the family by being responsible and considerate.
- Governments ideally provide necessities by allocating resources to meet citizens' demands.
- Non-state institutions support the government by bridging the gap between the state and its people.
Types of State or Social Institutions
- There are two primary types of state or social institutions: communist and democracy.
Communist Institutions
- Communist institutions are based on a command economy.
- Examples of communist countries are the former Union of Soviet Socialist Republics (USSR) and North Korea.
- Communist governments do not allow private companies or individuals to conduct business, restricting citizens' choices.
Democratic Institutions
- Democratic institutions are based on a capitalist economy.
- The Philippines and the USA are examples of democratic countries.
- Democratic governments provide major industries but allow private entities to produce goods and services, granting citizens freedom of choice.
Political and State Institutions
- Armed Forces of the Philippines (AFP): Maintains peace and order throughout the country.
- Local Government Units (LGU): Cater to the needs of local communities.
- Department of Education (DepEd): Ensures quality education based on societal needs and norms.
Branches of Government
- Legislative branch: Makes laws and allocates government funds.
- Executive branch: Ensures laws are obeyed.
- Judicial branch: Interprets laws and determines their application.
Non-State Institutions
- Ideally, major industries like banks, petroleum, transportation, and communication should be state-controlled in a democratic country.
- Private corporations, led by executives, currently control major industries with minimal government intervention.
- Examples include Petroleum (Shell, Caltex, Petron), Telecommunication (Smart, Globe, and PLDT), and Transportation (Cebu Pacific and Philippine Air Lines).
- Non-state institutions include banks, corporations, trade unions, cooperatives, development agencies, civil organizations, and transnational advocacy groups.
Banks
- Banks allow individuals to keep money, access loans, and exchange currencies.
- Banks invest accumulated money to generate profit, which is used to pay workers and depositors' interest based on agreed terms.
Corporations
- Corporations are owned by a group of people but have a separate legal identity.
- Corporations require a large workforce to operate, providing job opportunities and reducing poverty.
Trade Unions
- Trade unions protect the labor force against entrepreneurs who might maximize working hours while minimizing wages.
- These unions create a labor force that is essential to the creation of goods and services for the citizenry.
- The Philippines has the largest trade union membership.
Cooperatives
- Cooperatives consist of people with common interests who work together for easy, safe, and affordable access to commodities, loans, and services.
- They empower members with minimal government support; examples include farmers' and teachers' cooperatives.
Development Agencies
- Development agencies promote progress through projects, policymaking, and dialogue.
- Active agencies in the Philippines include Japan (JICA), Canada (CIDA), and U.S.A. (USAID).
- Development agencies provide financial assistance to projects like bridges and road construction, benefiting farmers and communities.
Civil Organizations
- Civil organizations which include academic institutions, research teams, mass media, religious organizations, and people’s organizations.
- They influence policymaking by providing facts about life's realities.
- They expose the marginalized sector's conditions using mass media to raise critical issues to the government.
Transnational Advocacy Groups

- They promote progress and development related to societal issues.
- Examples include Greenpeace and Human Rights Watch.
