Spring Fire Department SCBA Guidelines
- Spring Fire Department will only purchase and use SCBA equipment compliant with the latest NFPA standards: 1852, 1981, 1989, and 1982.
- Risk Assessment: The department considers the expected hazards encountered by SCBA users based on their duties, frequency of use, organizational experience, location, and climate.

Responsibilities:
- District Chiefs and Company officers ensure all personnel under their command understand respiratory protection requirements.
- All employees are responsible for awareness, following respiratory protection requirements, wearing, inspecting, decontaminating and sanitizing equipment.
- Employees must perform annual quantitative fit testing during their birth month, coordinated with the Quartermaster's office.
- The Quartermaster division documents the fit testing records for all respirators.
- The Deputy Chief of Support Services, in coordination with the Quartermasters, selects, supports, issues, and maintains SCBA.
- They also ensure breathing air quality according to NFPA 1989.

Quality Assurance Program: Springs Fire Department maintains a program to:

SCBA Required Use:
- A member must have the face piece in place, breathing air from the SCBA, with the PASS device activated.
- No SCBA shall be used without a functional PASS device.
- The company officer ensures the use of breathing apparatus when appropriate.

SCBA Use in IDLH Environments:
- Members must breathe air from the SCBA from the initial attack to the conclusion of overhaul.
- Eyeglass straps or temple bars cannot pass between the face piece seal and the face.
- Members wishing to wear glasses must have spectacles fitted inside the face face piece (with Scott hardware) to avoid interfering with the seal.
- Soft contact lenses may be worn with long-term use. Hard contact lenses are prohibited as they can dislocate causing pain or pop out with sudden movements.
- Head coverings that pass between the face piece seal and the face cannot be worn.
- Members cannot operate SCBA with facial hair that does not comply with SFD.055 Uniform and Grooming guidelines.
- The SCBA face piece straps cannot be worn over protective hoods.
- Helmets worn with face pieces cannot interfere with the face piece or face seal.

Inspection: **
- Daily Inspection**: Each employee conducts a daily inspection of the SCBA assigned to their riding position at the start of each tour of duty, including the second morning of the tour. Inspection records are kept in PSTRAX.
- Weekly Checks: Weekly checks are performed each apparatus day.
- Inspection After Use: SCBA is also inspected after every use on scene or in training.
- Inspection Frequency: The period between inspections for all breathing apparatus cannot exceed one week per NFPA 1852.
- All 6 double "A" (AA) batteries must be replaced before the respirator is used again. Only Duracell MN 1604 or PC 1604 batteries are authorized to maintain tested intrinsic safety rating of the PASS.
- Failure to replace batteries and continued use after the low battery alarm may result in failure of the PASS device alarm during use.

Breathing Air Cylinder Filling:
- Prior to filling breathing air cylinders, the following should be inspected:
- Hydrostatic date.
- Cylinder pressure and pressure gauge.
- Cylinder body for cracks, dents, weakened areas, heat damage, or chemical damage.
- Composite portions of the cylinder for cuts, gouges, loose composite materials, and absence of resin.
- Cylinder outlet threads for damage.
- Valve hand wheel for damage.
- Outlet for debris.
- A breathing air cylinder refill log is completed for each cylinder refilled, accessible on the Springs Fire Department homepage.
- Prior to filling breathing air cylinders, the following should be inspected:

Care, Cleaning, Disinfecting and Decontamination:
- SCBA and facemasks are exposed to the same combustion products as turnout gear and are contaminated in smoky environments.
- Properly cleaning contaminated equipment prevents exposure to carcinogens.
- Decontamination of all contaminated equipment must follow the guidelines referenced in SFD. 002 Cancer Reduction Initiative.
- SCBA exposed to CBRNE materials are considered contaminated beyond the ability to be decontaminated and returned to service.
- The Deputy Chief of Support Services ensures cascade systems are inspected, tested, maintained, and documented according to NFPA 1989.

Maintenance:
- Maintenance and repairs are performed by specially trained personnel with parts designed for the equipment/respirators.
- No attempts are made to replace components or repairs beyond manufacturer recommendations.
- The SCBA Shop Manager/Personnel are responsible for the repair and maintenance of all equipment/respirators.

SCBA Technician Training:
- With manufacturer authorization, the SCBA Manager sends quartermaster department members to the SCBA Technician Course maintaining their certifications and qualifications.
- All Spring Fire Department SCBA Technician certifications and licenses are displayed in the Airpack Shop.
- Quartermaster Department Member Responsibility: They are authorized, with SCBA Technician Certification, to perform manufacturer approved repairs, alterations, maintenance, and testing.

Retirement and Disposal:
- SCBA air cylinders and air packs are retired if any of the following criteria is met:
