    Study Notes

    Spring Fire Department Response Guidelines

    • Purpose: To provide Spring Fire Department personnel with information and guidelines for incident responses.
    • Scope: Applies to all Spring Fire Department personnel, who are responsible for knowing and complying with the guidelines.
    • Review: The Fire Chief or designee reviews this guidance annually to ensure accuracy.
    • Non-Staffed Stations: When a non-staffed station's apparatus is dispatched, the closest staffed apparatus is automatically dispatched as well.
    • Exception: Non-staffed station medical incidents do not require the closest staffed apparatus to respond.
    • Non-Emergency Responses: Incidents deemed low acuity, responded to in a non-emergency mode. The officer in charge can upgrade to emergency response if deemed necessary.
    • Emergency Responses: Any incident not classified as non-emergency, responded to in emergency mode. The officer in charge can downgrade to non-emergency if deemed necessary.
    • Light Structure Responses: Two staffed Spring Fire Department apparatus, one District Chief, two staffed apparatus, and one Aerial are dispatched for residential incidents.
    • Structure Fire Responses: One District Chief, five engines, one aerial, one rescue truck, one rehab/cascade vehicle, one ALS medic unit are dispatched for residential incidents.
    • Extrication Responses: One District Chief, one engine, one apparatus with extrication equipment, and one rescue are dispatched for in-district incidents.
    • Out of District Extrication Responses: One District Chief, one rescue truck or one apparatus with extrication equipment are dispatched.
    • Gas Leak Responses:
      • Odor of Gas: One engine is dispatched.
      • Gas Leak Inside-Residential: One engine, one district chief, two staffed Spring Fire Department apparatus, and one aerial are dispatched.
    • Tanker or Booster Responses: Two personnel respond with the Tanker/Booster, and the remaining two respond with the staffed apparatus to provide manpower.
    • Heavy Utility Truck/LMTV Responses: Two personnel from the on-duty crew respond with the HUT/LMTV to the dispatched incident.
    • Utility Task Vehicle (UTV) Responses: Two personnel from the on-duty crew or the Rescue Truck respond with a Utility Vehicle capable of towing the UTV.
    • Rescue/Evacuation Boat(s) Responses: Two personnel from the on-duty crew or the Rescue Truck respond with a Utility Vehicle/Booster capable of towing the Rescue/Evacuation Boats.
    • Station Medical Responses: The closest staffed apparatus responds to their respective station medical responses.
    • Freeway Responses: The closest staffed apparatus and Heavy Utility Truck (HUT) are dispatched. The first arriving apparatus blocks the scene, and the HUT stops upstream from the incident as an additional scene blocker.
    • Mutual Aid Responses: When a non-staffed apparatus is dispatched, the closest staffed apparatus shall respond with it. For specialty apparatus requests, two personnel from the on-duty crew respond with the specialty apparatus, and the remaining two respond with the staffed apparatus.

    Important Considerations

    • All in-service apparatus should not add themselves to incidents to ensure they are available for other emergency incidents.
    • The officer in charge has the authority to upgrade or downgrade the response mode based on incident information.
    • Closest units are dispatched via automatic vehicle locator (AVL) by the Comm Center.
    • If a unit discovers they are closer than the dispatched units, they should contact the Comm Center to be added.
    • Disregard other units if you are closer and requested by the Comm Center.

    Spring Fire Department Operational Guidelines

    • The Fire Chief reviews the guidelines annually.
    • Automatic Vehicle Locator (AVL) is used to determine and transmit a vehicle’s location.
    • Non-staffed stations' apparatus are dispatched to incidents with the closest staffed apparatus through AVL.
    • Non-Emergency Responses are for low-acuity incidents and may be upgraded to an emergency response by the officer in charge.
    • Non-Emergency Incidents include controlled burns, smoke in the area, fluid spills, live wires, transformer fires, back-in assignments, assisting citizens and law enforcement, and automatic alarms.
    • Emergency Responses are for any incident not classified as non-emergency and may be downgraded by the officer in charge.
    • All apparatus should refrain from adding themselves to an incident to ensure response availability.
    • Light Structure Responses are dispatched based on proximity and the closest units are dispatched via AVL.
    • Residential light structure responses include two staffed apparatus, one District Chief, two staffed apparatus, and an aerial.
    • Structure Fire Responses are dispatched based on proximity via AVL.
    • Residential structure fire responses include:
      • One District Chief

    • Utility Task Vehicle (UTV) Responses for in-district or out-of-district emergency incidents consist of two personnel responding with a Utility Vehicle capable of towing the UTV and trailer.
    • Rescue/Evacuation Boat(s) Responses for in-district or out-of-district emergency incidents involve two personnel responding with a Utility Vehicle/Booster capable of towing the Rescue/Evacuation Boats and trailer.
    • Station Medical Responses are responded to by the closest staffed apparatus. Specialty apparatus, i.e. Aerial/Rescue, respond if the primary apparatus is not in service.
    • Freeway Responses include the closest staffed apparatus and a Heavy Utility Truck (HUT), which position themselves as scene blockers.
    • Mutual Aid Responses involve the closest staffed apparatus responding with a non-staffed apparatus.
    • For mutual aid responses requiring specialty apparatus, two personnel respond with the specialty apparatus and two personnel respond with the staffed apparatus.

    General Guidelines

    • If a staffed apparatus isn't dispatched with a non-staffed station, the closest staffed apparatus should add themselves to the incident and respond appropriately.
    • Medical incidents at non-staffed stations are exempt from the requirement for the closest staffed apparatus to respond.

    Non-Emergency Responses

    • Incidents deemed low acuity are responded to in a non-emergency mode.
