Study Notes
Executive Short Term Courses in Environmental Standards
- Track A is a five-day course for environment and social assessment practitioners
- Session 1: Impact Analysis
- Course developed by Istifanus Yarkasuwa Chindo, Ph.D, FCSN, FICCON, adapted and modified from Dr Maged Hamed, Ph.D, PPE
- Regional Safeguard Coordinator and co-TTL of SPESSE Environment Global Practice of the West and Central Africa - SAWE4
- Course date: October 2022
Course Content
- Impact Analysis phases include identification, prediction, and evaluation
Impact Assessment
- Impact Assessment(IA) is a process of evaluating likely environmental impacts of a project or development
- Considers socio-economic, cultural and human-health impacts (beneficial and adverse)
- IA is a tool used to identify environmental, social, and economic impacts of a project before decision-making
- Aims to predict impacts early in project planning and design
- Find ways and means to reduce adverse impacts
- Shapes projects to suit the local environment
- Presents predictions and options to decision-makers
- A planning and decision-making tool to assess potential positive and negative effects of proposed projects
- Proposes measures to mitigate adverse effects of projects
Positive and Negative Impacts
- Projects like mines, roads, or dams can have both positive and negative impacts
- Can improve cities and towns, create jobs, produce energy, and uncover useful resources
- Can cause harm to the environment, people, communities or economies
Categories of Positive and Negative Impacts
- Symbols used to represent impact magnitude:
- +++ = High positive impact
- ++ = Moderate positive impact
-
- = Low positive impact
- --- = High negative impact
- -- = Moderate negative impact
-
- = Low negative impact
- 0 = Neutral impact
Factors to be Considered
- Purpose and need for the project
- Alternative means of carrying out the project
- Technical and economic feasibility of alternatives
- Changes to the environment, and to health, social, and economic conditions
- Consequences of these changes and project malfunctions or accidents
- Measures to mitigate adverse effects
- Technical and economic feasibility
- Impact on Indigenous groups and rights of Indigenous peoples
- Considerations related to cultural heritage
- Community knowledge through stakeholder engagement
- Contribution to sustainability
- Impacts on diverse groups of people (e.g., gender, age, ethnicity, ability; vulnerable groups)
Benefits of Impact Assessment
- Understand possible impacts of projects before they start
- Identify best ways to avoid or reduce negative impacts
- Find ways to enhance positive aspects
- Inform decision-makers about project impacts
- Ensure protection of people and environment
Sustainability
- Ability to protect the environment
- Contribute to the social and economic well-being of project affected people (PAP) and concern parties
- Preserve the health of the PAP
Parties in Impact Assessment
- Proponent (company/organization):
- Submits information about the project (plans, studies, predictions)
- Provides information on how impacts will be managed through mitigation measures
Others Review
- Experts (scientists, government organizations) provide information on social, health, economic, and environmental factors and best means to address potential impacts
- NGOs, community organizations or groups contribute expertise, knowledge, and information on project impacts and Indigenous communities and Aboriginal and Treaty rights
- Members of the general public provide local knowledge and insights on potential project impacts on communities or lands
Public Participation
- Essential for open, informed, and meaningful impact assessment process
- Helps identify benefits and concerns related to a project
- Provides information for project design and better outcomes
- Focused on identifying potential problems before they occur
- Considers ways to mitigate harm, reduce, or avoid negative consequences of projects
Authoritative Bodies
- Federal Ministry of Environment (FMEnv)
- World Bank
- Reviews project for public interest and approval
- Conditions for carrying out the project
Impact Assessment and Mitigation
- Steps in impact assessment stage:
-Identification of potential interactions between project and the physical, biological, cultural or human environment based on information gathered
- Identification of risk of cumulative impacts from combination of project's impacts with the impacts of other developments
Prediction of Impacts
- Determination of what could potentially happen as a result of the project's interaction with the physical, biological, cultural or human environment.
- Consider diverse range of impacts and prediction methods (quantitative, semi-quantitative, qualitative techniques).
Definition of Impact Characteristics
- Type, extent, duration, scale, and frequency of each impact
- Determination of impact magnitude (degree of change impact on resource/receptor based on defined characteristics).
Determination of Impact Significance
- Taking account of the sensitivity/vulnerability/importance of the resource/receptor
- Magnitude and irreversibility of the impact (if any)
- Sensitivity
- Reversibility
- Magnitude
- Severity: high, moderately, low
- Irreversibility and reversibility (R, IR).
Magnitude
- Determines size, extent, effect, influence, and consequence
- Categories: high, moderate, low
Impacts
- Assessed pre-construction, construction, operation, and decommissioning phases.
- Magnitude indicated by a scale ranging from --- to +++ (e.g., +++ = high positive, --- = high negative)
Analysis of Environmental and Social Impacts
- Data in table format for specific impacts during Construction and Operation phases (e.g., air pollution, noise, etc.)
Mitigation Measures
- Specific measures to reduce potentially adverse environmental and social impacts (including those involving indigenous people and involuntary resettlement)
- Descriptions with technical details, conditions, designs, equipment descriptions, operating procedures, potential environmental and social impacts
- Consistent with other mitigation plans: Indigenous peoples, or cultural heritage issues.
Mitigation Hierarchy
- Avoid at Source/Reduce at Source: Avoid or reduce the impact at the source (avoiding or reducing at source through the design)
- Abate on Site: Add something to the design to abate the effects
- Abate at Receptor: When on-site abatement is not possible
- Repair or Remedy: If unavoidable damage to resources is necessary (e.g., camps for materials).
- Compensate in Kind/Compensate Through Other Means: Where other mitigation approaches are not possible. (e.g., compensation for loss, planting damaged vegetation or financial)
Mitigation cont'd
- Priority in mitigation: First apply measures to the source of the impact
- Address resultant effect to the resource/receptor via abatement, compensatory measures.
- Reduce significance of the effect
- Develop mitigation tables for ESMP
