    Emergency Recovery Loans

    • Project objectives focus on supporting the government of Nigeria with critical service delivery, livelihoods, and social cohesion

    How does Program for Results (P for R) complement the Bank's menu of instruments?

    • Complements project lending and policy lending by using program systems for specific expenditure
    • Funds for specific expenditures of projects, non-earmarked general budget support, and funds for specific expenditure.

    PforR and Investment Lending (IL) Safeguards

    • IL safeguards do not apply to Pfor R
    • PforR may still not support programs with likely significant negative impacts -Screening based on risks, not just impacts -No classification of sub-projects into A, B or C categories for decision-making

    Environmental and Social System Assessment (ESSA)

    • ESSA documents program's environmental and social management system -The Bank task team's responsibility, with data provided by the client and other stakeholders -Includes description of program including likely risks and impacts, assessing capacity for risk and impact management, and assessing systems in line with PforR principles -Findings can be incorporated into an integrated program risk assessment and action plan.

    P for R: Environmental and Social System Assessment (ESSA)

    • Describes steps to prepare the assessment: -Assessing environmental and social risks under the program -Assessing program's environmental and social management systems (ESMS) -Verifying risks and impacts of programs are screened -Ensuring ESMS have processes, measures, avoidance/mitigation, and offsetting strategies for environmental/social sustainability -Identifying measures to assist in strengthening ESMS, that are to be part of the program -Including these measures in program activities, like Program Action Plans, and Disbursement Indicators

    Example of Pfor R: Sustainable Procurement, Environment and Social Standards Enhancement (SPESSE) Project

    • Project objective is to enhance sustainable capacity in the management of procurement, environmental, and social standards
    • Project components include technical assistance, and the establishment of centers of excellence
    • Disbursement linked to time-line performance indicators
