Demotion
- A demotion is an appointment to a position with a lower maximum pay rate than the employee's current job classification.
- Demotions can occur at the employee's convenience (e.g., wanting to change work locations) or management's convenience (e.g., employee unable to perform satisfactorily at a higher level).
- Demoted employees' pay rates will be set within the approved range for the lower classification, taking into consideration the reasons for the demotion.
- Demotions may be subject to a six-month probationary period.
Transfer
- Employees may be transferred to other departments, bureaus, or divisions with the same job classification or appointed to different classifications with the same pay range.
- Pay rates will not change as a result of the transfer, and annual increase dates will remain the same.
- Employees must be qualified for the transferred position.

Separation and Retirement

Retirement
- Employees can retire under FRS only if they are eligible for and have applied for FRS benefits.
- Employees must complete and submit a Separation Form at least two weeks before the retirement's effective date.
- Employees who retire under FRS or applicable contract city pension plan are eligible for BSO-paid health insurance benefits.
Retirement Insurance Benefit
- Employees who retire under FRS or applicable contract city pension plan are allowed to remain in the BSO group health insurance plan if they were in the plan at time of retirement.
- Employees hired prior to October 1, 2007, are grandfathered to continue eligibility for the 2% credit toward the cost of the group health insurance plan for every year of service with BSO, prorated by each full month of service up to a maximum of 50%.
