Crash Review Board (CRB) Membership

  • The CRB consists of voting members who serve one-year terms.

    • Two law enforcement deputies, appointed by the chairperson, vice-chairperson, and Risk Management representative.
    • One detention deputy, appointed by the chairperson, vice-chairperson, and Risk Management representative.
    • One Department of Fire Rescue employee, appointed by the Department of Fire Rescue and Emergency Services Executive Director.

CRB Advisors

  • The following employees are Subject Matter advisors to the CRB and are prohibited from voting:
    • Risk Management employee.
    • Fleet Division employee.
    • Traffic Homicide Investigator.

Prohibited CRB Members

  • The following employees are prohibited from being voting members of the CRB:
    • Employees assigned to traffic functions (e.g., DUI Task Force, DUI/BAT).
    • Driving instructors.

Policy Review and Revision

Crash Review Board (CRB) Process

  • After presenting their case, the CRB renders a decision on whether the crash is preventable or not.

Disciplinary Action

  • Employees receiving disciplinary action are offered a pre-discipline conference to be heard.

Final Decision and Recommendation

  • The Department of Professional Standards' executive director or designee renders a final decision of Preventable or Non-preventable and issues a recommendation of counseling, driver awareness training, and/or discipline.
  • All preventable crashes and traffic incidents require the issuance of driver awareness training.

Pre-Disciplinary Conference

  • Employees can elect to:
    • Waive the pre-disciplinary conference.
    • Attend the pre-disciplinary conference with their union representative (unless representation is waived).
    • Provide a voluntary statement, mitigating factors, or additional evidence pertaining to the incident.

Driver Awareness Training

  • Employees determined to have been involved in preventable traffic crashes and traffic incidents must attend Driver Awareness Training within one year of notification.

Fire Rescue Procedure

  • All traffic crashes, traffic incidents, and property damage involving Fire Rescue personnel are forwarded to the CRB for a determination.
  • Employees are given an opportunity to appear before the CRB with their union representative and witnesses to present their case.

Preventable Traffic Crashes, Traffic Incidents, and Property Damage

  • The Department of Professional Standards reviews all documentation, evidence, and circumstances surrounding presented cases.
  • If there is concurrence with the non-preventable finding, cases are closed with no further action.
  • The Department of Professional Standards issues a recommendation of counseling, driver awareness training, or discipline in accordance with the review guidelines to the subject employee via memo.
