Service Difficulty Reports (SDR)
- Governed by CAR 521, Division IX (CAR 521.401 to CAR 521.403).
- A "service difficulty" includes any failure, malfunction, or defect in an aeronautical product.
- A "reportable service difficulty" affects or is likely to affect the safety of an aircraft, its occupants, or any other person if not corrected.
Reporting Requirements (CAR 521.401, AC 521-009)
- A person must submit a separate service difficulty report to the Minister for each reportable service difficulty.
- The report must contain the information specified in the Service Difficulty Report form published by the Minister.
- Reports can be submitted electronically (e.g., Transport Canada web service difficulty reporting system) or by mail/courier.
- All documents issued after 01 Feb 2007 are now published as Staff Instructions.
Time Limits (CAR 521.402)
- A service difficulty report must be submitted to the Minister within three working days after discovering the reportable service difficulty.
- If all information is unavailable within this period, an interim report can be submitted within three working days, including the following:
- Aircraft registration (if applicable).
- Date of the occurrence.
Interim SDR and Follow-Up
- If an interim SDR is filed, a complete service difficulty report must be submitted within 14 days after discovering the reportable service difficulty.
Non-Duplication of Reporting
- A service difficulty report is not needed for a reportable service difficulty already reported by another person or organization.
AMO and AME Responsibilities
- Active participation from individuals and organizations in the aviation community is crucial for the SDR system to be effective.
- AMEs should participate in the continuous exchange of information within the SDR framework to improve safety across the industry.
Web-Based SDR System (WSDRS)
- Developed in response to requests from the Canadian aviation industry.
- It is intended to be a web-based, fast, convenient, and confidential reporting system.
- Because of experience gained over the years, TCCA has been able to develop new regulatory requirements
- Improved methodology for SDR.
- TCCA is now more informed in ability to develop corrective action based on reported service difficulties of an aeronautical product, component, equipment or part.
Submission of Service Difficulty Report
- Form Number 24-0038E.
- The submission to the minister must be made either electronic means or by mail or courier.
- The Service Difficulty Report may also be faxed to Transport Canada.

Transport Canada's Role
- Inputs the report into a database to track failures, malfunctions, or defects.
- Communicates these events to owners and AMEs for safety purposes.
SDR Hierarchy
- SDRs can lead to Airworthiness Directives (ADs), Civil Aviation Safety Alerts (CASAs), and Feedback Articles.
Computerized Airworthiness Web Information System (CAWIS)
- A national, computer-based information system providing Aircraft Certification, Maintenance and Manufacturing, and Airworthiness offices access to current airworthiness data on Canadian-registered aircraft.
- Enables effective monitoring of the Canadian fleet's airworthiness by 300-400 registered users.
