Rehabilitation Group
- The Incident Commander should staff the Rehabilitation Group with a complete engine company and assign the Company Officer as the Rehabilitation Group Supervisor when resources permit.
Responsibilities
- The Rehabilitation Group Supervisor reports to the Logistics Section Chief, or Operations Section Chief, or directly to the Incident Commander if neither is assigned.
- The Rehabilitation Group Supervisor is responsible for rehabilitation operations.
Rehabilitation Process
- Members entering rehabilitation for the first time shall rest for a minimum of 10 minutes.
- Subsequent trips to rehabilitation require a minimum of 20 minutes of rest.
- Additional rehabilitation time is allocated by the Rehabilitation Group Supervisor up to 1 hour.
- An objective evaluation of a member's fatigue level determines rehabilitation time.
Medical Evaluation
- The triage position is staffed by a Firefighter at the EMT level or higher.
- Triage evaluates signs/symptoms of illness or injury, fatigue, respiratory rate, heart rate, blood pressure, tympanic temperature, and pulse oximetry.
Rehabilitation Area
- The Rehabilitation Area should provide physical rest, be far from the scene, and offer suitable protection from environmental conditions.
- The area should be free from exhaust fumes, large enough for multiple crews, and easily accessible by EMS units.
Resources
- Resources include fluids (water, activity beverages, and ice), food (nutritional energy bars, cold sandwiches, soups), and medical equipment (blood pressure cuffs, stethoscopes, etc.).
Self Rehabilitation and Personnel Assessment
- Self rehabilitation and personnel assessment procedures are performed during physically taxing activities or when using an SCBA.
- Company Officers ensure crew members rehydrate and obtain nourishment as needed.
Formal Rehabilitation
- Formal Rehabilitation is considered during initial planning stages of an emergency response.
- If a crew member cannot meet objective criteria after a 1-hour rehabilitation period, they must be evaluated by a physician and obtain a medical release prior to returning to full duty.
Disposition and Documentation
- The Rehabilitation Group Supervisor determines disposition: return to duty, continued rehabilitation, or transport to a medical facility.
- All Medical Evaluations are recorded on the Emergency Incident Rehabilitation Form and submitted to the Incident Commander after the incident.
