Safety Certificate
- The Engineer in charge must submit a Safety Certificate before opening new railway works.
- The Engineer in charge is responsible for testing the installation and ensuring safety for passengers and railway employees before signing the certificate.
- The Safety Certificate must be countersigned by officers who applied for the sanction from the Commissioner of Railway Safety and must include a certificate from the Operating Department confirming station working rules.
- Copies of the Safety Certificate are sent to relevant officers, including the Divisional Railway Manager and Principal Chief Signal and Telecommunication Engineer.
Introduction of New Passenger Trains
- Railway administrations can introduce new passenger trains or change the speed of existing passenger trains according to instructions from the Central Government.
- However, the Central Government's approval is necessary before introducing a new passenger train exceeding 130 kilometers per hour or increasing the speed of an existing passenger train above 130 kilometers per hour on any section of the railway.
Handing Over/Taking Over of Signalling Assets
- Dy.CSTE/Con or Project or Rly PSUs in charge of the work in the field must submit a commissioning program to the Sr.DSTE of the division at the beginning of the financial year.
- All works should be completed during the pre non-interlocking period, with outdoor works like ground connections, point machine fixing and testing, cable reallocation, and signaling gear reallocation completed by the Construction/Project organisation or Rly PSUs after taking disconnections or blocks.
- The Station Working Rules (SWR) are prepared by the concerned Construction/Project Officer or Rly PSUs Officer and signed by the Divisional S&T and Operating Officers.
- The Open Line inspectors and Officers must associate themselves during the work execution stage of new or alteration work to identify deficiencies that need to be corrected.
- Open Line maintenance staff must present when work is undertaken in existing location boxes.
- The cable route plan should be approved by the division before trenching and cable laying.
- Power supply equipment installed by construction organization or Rly PSUs for the works must conform to policies, circulars, and instructions.
- Functional tests and cable insulation test must be carried out by the Open Line organization before allowing the construction organization or Rly PSUs to commence non-interlocking working.
- Construction agency is responsible for continuity test, wire count, breakdown test and functional test before offering the installation to the open line for joint test.
- Sr.DSTE must plan the positioning of the maintenance staff after the construction/Project organisation or Rly PSUs gives the commissioning program for the year.
Safety Certificate for Signalling Installations
- The Engineer-in-charge must submit a Safety Certificate before opening any new signalling work to the Commissioner of Railway Safety.
- The certificate is submitted on a prescribed form (Annexure: 9-A2) and must be signed by the Engineer-in-charge, and if applicable, the Engineer-in-charge of other departments involved in the joint work.
- Before signing the Safety Certificate, the Engineer-in-charge must conduct tests on the installation to ensure it was carried out correctly and that the work can be opened for public carriage of passengers without endangering public or employee safety.
- The Engineer-in-charge must notify the Commissioner of Railway Safety that the installation is ready for use using a message in the format detailed in the sanction application (Annexure: 9-A1).
- The message must also be signed by the Engineer-in-charge of other concerned departments when the installation is a joint work.
- The Safety Certificate is countersigned by the officers who applied for the sanction from the Commissioner of Railway Safety/PCSTE.
- A certificate from the Operating Department, confirming the necessary Station Working Rules are in place and referencing any deviations from General and Subsidiary Rules, is also attached.
- Copies of the Safety Certificate are sent to the Divisional Railway Manager, the Principal Chief Signal and Telecommunication Engineer, and the Principal Chief Engineer/Principal Chief Electrical Engineer if those engineering departments are involved.
Safety Certificate for S&T Works Introducing Electrification
- A Safety Certificate for S&T work introducing Electrification is certified on form Annexure: 9-A5.
- The certificate states that the Signalling and Telecommunication works for introducing 25 KV single phase, 50 cycles A.C. traction have been carried out correctly.
- It certifies that electrical traction can be introduced for public carriage of passengers without endangering the safety of passengers or employees.
Joint Safety Certificate for New Locomotives or Rolling Stock
- A Joint Safety Certificate must be issued for the operation of new locomotives or rolling stock on a railway line.
- It is submitted on form Annexure: 9-A6.
- The certificate details the specific locomotives and rolling stock to be included, their maximum permitted operating number, the section of the railway line involved, and their maximum speed limits.
- The certificate identifies any existing speed restrictions and special conditions related to the operation of the new locomotives or rolling stock.
- The certificate requires signatures from relevant departments:
- P.C.M.E.
- P.C.E.
- CSTE/Con or CSTE/Proj or Rly PSUs in charge of the work.
Specific Guidelines for Joint Safety Certificates:

The reconnection of gears can only occur after a full test by the relevant open line maintenance staff.

The CSTE/Con or CSTE/Proj or Rly PSUs in charge of the work must discuss non-interlocking of major station yards for signalling works with the PCSTE/OL. Similarly, for medium and wayside stations, the Dy.CSTE/Con or Project or Rly PSUs in-charge of the work must discuss the work with the Sr.DSTE in charge of the concerned division.

Joint inspections at the SSE/Incharge & officer level by both open-line and construction or Project or Rly PSUs must be undertaken before proceeding with non-interlocking of a station for signally works.

Major work by the S&T construction organisation or Rly PSUs in charge of the work inside the relay room/cabin/cabin basement at any station is not allowed unless the maintenance of signalling equipment in the station is transferred to the executing agency. This maintenance agreement must encompass all signalling gears in the yard.

Minor alterations inside the relay room/cabin/cabin basement can only be undertaken with the presence of open line maintenance staff and must not involve the transfer of maintenance responsibility.

The executing agency must assume full administrative control over all station-based maintenance staff if they are tasked with maintaining the station.

The executing agency is responsible for ensuring the safe working of gears while they are under their control.

All relevant safety instructions must be strictly adhered to by the executing agency.

Records of functional tests performed on a selection table/locking table/route control charts, contact break down test, and continuity test must be submitted to the open line immediately after commissioning.

These documents must be stored securely in a sealed packet, including details of the contents and the signature of the division's Sr.DSTE/DSTE, at the station.

The construction/Project organisation or Rly PSUs must inform the relevant Sr.DSTE of the division about planned works at stations in advance.

Regular meetings to review progress, decide joint inspection dates, and create joint meeting minutes are required between the Dy.CSTE/C or Rly PSUs in- charge of work and the Sr.DSTE of the division.

Joint inspections, taking place both at supervisor and officer levels, between open line and construction organisation or Rly PSUs are conducted to assess work 15 days after signally work is commissioned. Deficiencies are separated into Category A (must be addressed before handover) and Category B (addressed post handover with mutually agreed dates).

For their own work, open line staff must actively participate in construction activities related to the following:
- RRI/Panel site plan and size
- Cable route plans & laying
- Signal locations
- Power supply sources & equipment planning
- Cable testing

After Rly PSUs work is complete, the executing agency must provide the relevant division with the following documents and maintenance accessories:
