10+2 Safeguards Operational Policies (OPs)

  • Categorizes the policies into Environmental, Social and Legal

OP 4.01 - Environmental Assessment

  • Objective: To ensure viability and sustainability of social and environmental investment projects, integrating environmental and social aspects in decision-making.
  • Requirements: Projects need screening for potential impacts, with appropriate approaches selected to assess, minimize, and mitigate adverse impacts. Affected groups and NGOs are consulted early in the process.
  • Trigger: OP4.01 is activated when a project is likely to have adverse environmental risks in its area of influence.
  • Solution: A framework for environmental and social management, impact assessments, and plans are prepared.

OP 4.04 - Natural Habitats

  • Promote sustainable development through protection, conservation, maintenance, and rehabilitation of natural habitats and their primary functions.

OP 4.09 - Pest Management

  • Minimize and manage risks and environmental and health impacts associated with pesticides. Promote effective management, security, of the environmental and pesticides.

OP 4.10 - Indigenous Peoples

  • Prepare and implement project sites with full respect for the dignity of indigenous peoples, the uniqueness of human and cultural rights, ensuring compatibility with cultural, social and economic benefits. Minimize adverse effects during development.

OP 4.11 - Physical and Cultural Resources

  • Preserve cultural and natural resources to avoid destruction or damage. This encompasses historical, archaeological, architectural, religious, and other meaningful resources (e.g., sacred forests, prayer sites).

OP 4.12 - Involuntary Resettlement

  • Minimize involuntary resettlement and socio-economic and cultural disturbances

OP 4.36 - Forests

  • Ensure investments in forest areas help reduce poverty sustainably and integrate these effectively. Apply forest policies to all types of forests (primary and plantations), ensuring harmony with natural habitats.

OP 4.37 - Safety of Dams

  • Ensure quality and safety in the design and construction of new dams and existing ones. Includes considerations for activities affected by existing dams

OP 7.5 - Projects on International Waterways

  • Ensure Bank projects do not negatively impact the use and protection of international waterways, or affect relations between the Bank and participating countries. Includes riparian notifications.

OP 7.60 - Projects in Disputed Areas

  • Ensure any territorial disputes concerning a project region are identified early to preserve the relationship between the Bank and its member countries, and to protect lender/customer relationships and avoid compromises

OP 17.50 - Disclosure of Information

  • All safeguard reports must be publicized in-country (in 2 local newspapers and locations where stakeholders can access them), in local languages, and through the World Bank infoshop. Category A projects follow 120-day Pelosi law.

Safeguards Roles and Responsibilities

  • Borrower/Recipient: Prepares EA, RAP, IPDP; conducts public consultations; offers public disclosure; and complies with agreed measures.
  • World Bank Task Team: Screens safeguarding policies, informs the borrower, provides disclosure on infoshop, introducing safeguards covenants into legal documents, supervises compliance and reporting.

Stakeholders in the Country

  • Directly: People directly affected by the project (PAPs)
  • Indirectly: Civil society organizations (CSOs), NGOs, media, and local governments.

Safeguards in a Nutshell

  • Safeguards apply to all investment lending
