FireRMS Under Control Time
- Under Control Time is the time when the fire is sufficiently surrounded and quenched, no longer threatening further spread or destruction of additional property.
- Report the date and time when the fire department (FD) considers the fire to be in check and will require no further resources for fire attack.
- The under control date may not be the same as the incident date, and should be reported if different.
Application of Agent or Decision to Defer
- This field collects the time when an extinguishing agent is initially applied to a fire or the decision is made to defer the application.
- Report the time when the FD decides to apply an extinguishing agent to suppress the fire or to defer the agent application.
- If the fire is extinguished prior to FD arrival, enter the time when it was determined that no extinguishing agent was required, and click the "Extinguishing Agent not Required" checkbox.
- This field represents the time when the FD is in command of the scene, staffed, and equipped to fight the fire or make other decisions related to control of the incident.
Casualty Reporting
- The Injury Report (TFS – Casualty tab) is used to report civilian injuries and deaths in fire incidents only and firefighter injuries and deaths sustained in all emergency responses.
Civilian Fire Injury
- A civilian fire injury is defined as a person (non-firefighter) who sustained an injury during a fire incident.
- This definition includes injuries directly resulting from fire, secondary complications arising from fire injuries, and injuries sustained while involved in fire control or escaping the dangers of a fire.
- Exceptions include a person injured by fire/explosion resulting from an accidental vehicle collision, which is reported by the Ministry of Transportation.
Civilian Fire Death
- A civilian fire death is defined as a person (non-firefighter) who dies as a result of injuries sustained during a fire incident.
- This definition includes death resulting from injuries directly resulting from fire, secondary complications arising from fire injuries, and injuries sustained while involved in fire control or escaping the dangers of a fire.
- Reportable fire deaths include suicides by fire, homicides by fire, and arson fires that result in deaths.
- Exclusions include deaths from vehicle accidents, fire deaths on Indian Reserves, Federal property, Department of National Defense property, and Ministry of Natural Resources land, and deaths from controlled fires.
Fire Fighter Action Fire Injury
- A fire fighter action fire injury is defined as an injury incurred while in the process of fire fighting, or an injury directly related to one fire and sustained while fire fighting.
- This definition includes injuries incurred en route to or returning from an incident scene as a result of an accident or as a result of exertion sustained during the incident.
- Injuries incurred as a result of a heart attack or stroke brought upon by exertion while involved in fire fighting or any other type of rescue activity are classified as action injuries if they occur within 24 hours of the incident.
Fire Fighter Action Fatality
- A fire fighter action fatality is defined as a fire fighter who dies as a result of injuries sustained during an emergency response.
- This definition includes death resulting from injuries incurred while in the process of fire fighting, or injuries directly related to one fire and sustained while fire fighting.
- Death must occur within a year and a day of the incident to be classified as an action death for reporting purposes.
Casualty Reporting Guidelines
- A Casualty Report must be completed for every injured person in the injury totals reported on the Standard Incident Report.
- A separate injury report must be completed for each person injured.
- Exceptions to casualty reporting include injuries resulting from vehicle collisions.
