Guidelines for Relinquishing and Disposing of City-Owned Property
- Police Department personnel must fill out a Request to Relinquish Surplus Form before disposing of City-owned property.
- The form must include the date of initiation, contact person and telephone number, item description, location, manufacturer, model number, serial number, fixed asset number, estimated current value, unit number, condition, reason for request, and transfer and trade-in information if applicable.
- The method of disposal for the property is determined based on its condition, functionality, and estimated current value.
- Property in excellent, good, fair, or poor condition with an estimated current value of over $50 will be designated for auction unless traded in.
- Property in excellent, good, fair, or poor condition with an estimated current value of $50 or less may be held by the Purchasing Division and placed in a lot of two or more similar items to be auctioned.
- Property in fair, poor, or trash condition with an estimated current value of $50 or less will be discarded unless traded in.
- For trade-in, a quote from the vendor that includes the new item to be purchased with its value and an itemized list of the trade-in items with their value must be provided. Items cannot be shipped or picked up until the approved relinquish form is received by the Purchasing Division, and the contact person is notified.
- For auction, pictures and a description of the item will be placed on the contracted auction website approved by PMD. The highest bidder will be contacted for payment, and the property will be relinquished after payment has been collected.
- If the winning bidder does not pay, the item will be held for seven days before being placed for rebid.
- For trash, the item will be disposed of in the WastePro dumpster located on Port St. Lucie Police Department property.
- If the disposed property is listed on an employee's personal inventory, the Purchasing Supervisor or designee will remove it from the employee's personal inventory list.
- The Purchasing Division can provide assistance in selecting the method of disposal for the property.
