• As a policy statement, it demands involvement by public officials and facilitates multi-stakeholder participation in the planning process
• As a guide to decision-making, it helps the CDC, LFC, mayor, administrator, and department heads make informed decisions
• As a guide to more detailed master planning, it helps comprehensive planners evaluate proposals and specialist planners in their deliberations
