Rajya Sabha Overview

Known as the Upper House of Parliament in India, representing 28 States and 8 Union Territories.
Composed of a maximum of 250 members designated by the Constitution.

Composition

Current strength is 245 members:
- 233 represent States and Union Territories.
- 12 are nominated by the President of India.
Representation is based on the population of each State and Union Territory.

Election Process

Representatives from each State are elected by the State's Legislative Assembly members.
Follows the system of proportional representation using a single transferable vote.
Union Territory representatives are indirectly elected by an electoral college specific to that territory.

Term and Structure

Rajya Sabha is a permanent body and is not subject to dissolution.
One-third of members retire every two years, ensuring continuity.

Qualifications for Membership

Candidates must be:
- Citizens of India.
- At least 30 years old.
- Additional qualifications may be specified by Parliament.

Leadership

The Vice President of India serves as the ex-officio Chairman of the Rajya Sabha.
The Chairman is elected by an electoral college comprised of members from both Houses of Parliament.
Rajya Sabha elects a Deputy Chairman from its own members.
If the Vice President assumes the role of President, the Deputy Chairman takes over the Chairman's duties in the Rajya Sabha.
