Duties of Signal and Telecommunication Engineers in Charge of Maintenance or Construction

  • The Sr.DSTE/Dy.CSTE(C)/Incharge of Maintenance or Construction is responsible for:
    • Installing and maintaining Signalling and Telecommunication equipment in a satisfactory and safe condition.
    • Observing rules and procedures laid down in various manuals, rules, and orders issued by Railway Board, RDSO, and PCSTE.
    • Preparing plans, drawings, diagrams, estimates, and tender schedules, and ensuring safe execution of works as per prescribed norms.
    • Ensuring prompt action on inspection notes of higher authorities and submitting compliance reports.

Inspection and Maintenance

  • Sr.DSTE shall inspect 20% of Installations or any other percentage/number of installations in his jurisdiction once in a year, and every section must be covered.
  • A monthly report of inspections made shall be submitted to the Headquarters Office.
  • Sr.DSTE shall ensure inspection of Signals within his jurisdiction from footplate of a locomotive or a driving cab both by day and by night in both Up and Down direction once in a year, at ASTE/DSTE level preferably jointly with officers of Mechanical/Electrical/Operating/Engineering Departments.

Additional Duties of Sr.DSTE

  • Sr.DSTE must:
    • Ensure that no alteration to an installation is made, which is a deviation from the original approved plan diagram or specification, without the authority of the Principal Chief Signal and Telecommunication Engineer.
    • Draw out a programme of System Integrity Test of PI/RRI/EI installations, overhauling and/or testing of interlocking frames, interlocking key boxes, Station Master's slide control frames, block instruments, relays, cables, point and signal machines, etc.
    • Analyze Signalling incidences/Data logger exceptional reports, failures from the reports submitted by the Sectional SSE/JE (Signal) and take remedial measures to eliminate recurrence of failures.

Duties of Signal and Telecommunication Engineers in Charge of Office and Stores

  • Sr.DSTE shall:
    • Inspect office and stores of SSE (Signal) once in a year.
    • Ensure a 10% check of some of the stores items, particularly those that are costly.
    • Ensure suitable measures for Proper storage of Materials to avoid deterioration/Damage/Pilferage/Fire accidents.

Additional Duties of Dy.CSTE (Construction/Project/Works)

  • Dy.CSTE shall:
    • Advise Commissioner of Railway Safety & PCSTE by a message after bringing a new installation or modification to the existing installation into use and submission of a Safety Certificate.
    • Submit progress reports as per Annexure: 2-A1 to Headquarters every month.
    • Periodically verify the materials at site as per Para No. 6.8.2.

Transfer of Charge

• Instructions on "Transfer of Charge" are contained in Chapter I of Indian Railway Code for Engineering Department • Senior Divisional Signal and Telecommunication Engineer/Dy.Chief Signal and Telecommunication Engineers shall: • Carry out joint inspection of works or important sections • Possess specified drawings and registers • Ensure inspection of office and stores of SSE (Signal) once a year • Ensure inspection of Signal and Telecommunication installations and foot plate inspections • Analyze signalling incidences and take remedial measures to eliminate recurrence of failures • Maintain a record of failures and detained trains every month • Draw up a programme of System Integrity Test of PI/RRI/EI installations • Review the position with regard to supply of stores periodically • Plan replacements of worn-out installations and submission of proposals • Review staff position and redeploy staff or process for additional maintenance staff as required • Ensure staff adopt safe working practices and arrange for periodical technical briefings • Ensure sending periodical returns to Headquarters Office and replies to letters within specified time
