Protection in Block Section and Procedure for Passing of Trains

  • Before commencing work in a block section, a notice must be issued to the Station Master/Block-hut in-charge at each end of the Block section and their acknowledgment obtained.
  • Depending on the type of work, protection of the line must be ensured by posting flagmen and placing banners or detonators at specified distances from the work site.

Flagmen and Hand Signals

  • When a train is required to stop at the site of work, a flagman with hand signals must be posted at a distance of 30 metres in rear of the place of obstruction.
  • A banner flag must be placed across the track at a distance of 600 metres in rear of the work, with a flagman showing stop hand signals.
  • Detonators must be placed on the line 10 metres apart, with a flagman showing stop hand signals at a distance of 1200 metres in rear of the work.

Working of Motor Trolleys

  • Motor trolleys may be worked under block protection or without block protection, as prescribed by the Railway Administration.
  • Working under block protection is required during night time, during day time with poor visibility due to fog or dust storm, and in sections of restricted visibility.
  • Flagmen must be posted at a distance of 1200 metres from the rail dolley, with intermediate flagmen posted as necessary.
  • A flagman must wave the red flag vigorously to warn the official-in-charge of the dolley of an approaching train.

Reporting Deficiencies and Damages

  • The Guard of a Material train must report any deficiency or damage to the Train Examiner and the Assistant Divisional Engineer.
  • The Guard must also keep a record of all damages caused to the vehicles during work.

Warning to Workers on Material Trains

  • The Guard must ensure that all workers are on the train and warn them to sit down before giving the signal to start.
  • The Driver must sound the whistle before moving the train, as a warning to the labourers.
  • The Guard must ensure that all labourers have been detrained before parting the Material train.

Engine Crew’s Hours of Duty

  • Drivers and Assistant Drivers employed on Material trains must be relieved according to their duty rosters.
  • The Assistant Divisional Engineer is responsible for keeping track of all Engineering vehicles allotted to his sub-division.

Working of Track Maintenance Machines

  • All 'On Track' machines must be worked only under traffic block with the permission of the concerned Station Masters and in accordance with special instructions.
  • Each machine must be in direct charge of a nominated track machine operator, who is responsible for the working of the machine under his charge.
  • The track machine shall work under the direct supervision of an engineering official not below the rank of JE/SSE/P.Way.
