Updates to Transfer Policies for Non-Gazetted Railway Employees

  • The updated Master Circular consolidates existing instructions on the transfer of non-gazetted railway employees.
  • Railway Board's letter No. E(NG)I/2019/TR/10, dated 17.08.2023

Guidelines for Transfer Procedures

  • Application copies must be attested by the immediate Supervisor/Officer.

Periodical Transfers

  • Instructions for clerical staff require rotational shifting from desk to desk to meet periodical transfer requirements.
  • The General Manager(s) of the concerned Zonal Railways/Production Units personally exercise powers regarding vigilance-related transfers; these powers cannot be delegated.
  • Staff may request to transfer back to their original posting if exonerated.
  • Minimum service period requires at least 5 years.

Other Transfer Considerations

  • Transfer of Railway employees from one unit of seniority to another should be ordered rarely.

Inter-Railway/Inter-Divisional Transfers

  • Employees need to complete 5 years including any probation before requesting a transfer.

Mutual Transfer

  • Mutual transfers must be between employees of the same category
  • This is with the exception of initial recruitment grades that will occur the bottom seniority
  • Railways must immediately spare employees in mutual transfer cases once NOC is given by both units.
  • Original Service Records/LPC should be sent positively within 15 days.
  • Level-1 employees can go on mutual exchange basis transfer.
  • No restricted for transfers of the same category

Transfer on Spouse Grounds:

  • Spouses should be posted at the same station
  • Should the above not apply the central staffing process should be applicable

Transfer of Railway Employees who are office bearers of recognized Trade Unions

  • Employee should be transferred and union concerned
  • The railway must inform the union

Transfer from other categories

  • If a transfer occurs, staff members should be notified according to the procedure

Inter railway and inter division

  • DRM and CWM hold full power over their division
  • Ensure there won't be any availability issues

  • Staff must have worked for at least five years for a transfer and request.
  • It will include their probation period

Additions

  • All transfer requests should be processed throughout HRMS
