- These instructions do not affect rules/orders about representations from government employee associations.
Form and Manner of Submission
- Petitions should be legible and preferably in typescript or print.
- Petitions should be authenticated by the petitioner's signature and date.
- Petitions and accompanying documents must be in the official language of the Union or a regional language (along with a translation if in a regional language).
- Petitions must contain material statements/arguments, a copy of the order being complained about, copies of subordinate authority orders, and no disloyal or improper language, and end with a specific prayer.
Withholding of Petitions
- The prescribed authority can withhold petitions if the petitioner doesn't comply with the rules.
- Petitions regarding representations against orders more than 6 months old require satisfactory explanation.
- If a previous petition has been addressed by the President, the petition should not show new facts/circumstances.
- Representations against final decisions by law/statutory rules are not allowed.
- Government employment applications that aren't made in accordance with rules/advertisements cannot be considered.
- Petitions relating to matters where the prescribed authority is competent to order are not considered unless the petitioner has already applied to the authority.
Method of Submission
- Petitions must be submitted through the head of the petitioner's office/department and accompanied by a letter for transmission to the President.
- The office/department head sends the petition to the prescribed authority with a description of facts, relevant documents, and their opinion.
