Powers of General Managers in Commercial Matters

  • General Managers' powers are detailed in Appendix 11 of the Indian Railway Financial Code, Volume I. These powers have been revised over time.
  • General Managers cannot sanction certain expenditures or handle specific matters without prior approval from a higher authority.
  • Rules permit delegated powers to subordinate authorities, subject to Financial Advisor and Chief Accounts Officer consultation. Delegations must also comply with existing regulations issued by the Railway Board.
  • Delegated powers are constrained by existing rules and regulations and Railway Board directives on expenditure, economy and other matters.
  • Railway Board can impose restrictions regarding expenditure, economy, and other matters.
  • Refunds or write-offs of amounts exceeding specific thresholds require higher authority approval.
    • Refunds or write-offs of fares/freight (over ₹20,000 each case).
    • Write-offs of amounts due to Railways (over ₹10,000 each case).
  • Wharfage, demurrage, storage, and lost property charges can be handled without higher authority approval.
  • Legal proceedings (Supreme Court appeals, counsel engagement exceeding specific rates—₹1,050/day in Supreme Court or High Courts, ₹750/day elsewhere; engagement of counsel exceeding prescribed scales) and arbitration fees requiring higher authority approval, including those exceeding ₹5,000.
  • Compensation payments in cases of railway accidents have certain limits for different categories of passengers (ordinary passengers, military personnel, general public), and are subject to specific laws and guidelines.
  • Payment for assessments of damaged consignments is within the General Manager's authority.
