Policing Responsibility
- Police service boards and the Commissioner ensure adequate and effective policing in their areas, considering population needs and diversity.
- Municipal board areas are determined by Part IV.

- Boards/Commissioner must ensure adequate policing on First Nation reserves within their areas.

Adequate and Effective Policing
- Adequate and effective policing includes crime prevention, law enforcement, maintaining public peace, emergency response, assistance to crime victims, and prescribed functions.
- It excludes the enforcement of most municipal/First Nation bylaws and court security.
- Boards/Commissioner can provide services beyond these standards, like bylaw enforcement.
- If First Nation Officers provide policing under an agreement, the board/Commissioner isn't responsible for that function if it meets standards.
- Regulations can designate special policing providers for functions not part of constable's common law duties or specialized functions.
Provision by Other Entities
- Boards/Commissioner can contract for policing functions with other boards/the Commissioner, using personnel from those entities or prescribed entities.
- Contracts must outline services, potential payment, reporting requirements, and (for prescribed entities) inspection/information access clauses.
- These contracts require the Minister’s approval.
- There must be compliance with prescribed requirements related to agreements.
- Boards/Commissioners ensure policing meets standards under agreements.
- Personnel supplying under contract must meet required qualifications.
Special Areas
- In some areas (special areas), responsibility for policing can't be imposed on boards/Commissioner due to special circumstances.
- A written agreement between the business owner/special area owner and the board/Minister outlines policing costs.
- Without an agreement, boards/Commissioner are responsible and bill the owner for costs.
Additional Services
- Boards can enter into agreements for additional policing services with municipalities or other parties.
- The Minister can do the same for the Commissioner.
Extra Policing Costs
- Costs can be imposed on people whose activities increase policing costs.
- Agreements specify recovery amounts; otherwise, recovery processes are applied.
Temporary Assistance
- Boards/Commissioner can request temporary assistance from other boards/entities (First Nation entities) for policing.
- Chief of police can request emergency assistance.
- Assistance can cover policing functions; cost recovery processes can be applied (without agreement).
Inspector General's Role
- The Inspector General can order policing in areas where it's lacking or there's an emergency.

Emergencies
- The Minister can make an agreement with external entities for emergency policing, like Canadian Forces.
