- Sabah and Sarawak were equal partners with the Federation of Malaya.

- British sought to merge Sabah, Sarawak, and Singapore with the Federation of Malaya.
- Cobbold Commission (1962) surveyed North Borneo and Sarawak.
- Commission's findings: Population was open to forming a new country, as long as rights and needs were safeguarded.
- Malaysia Agreement (MA63) ensured safe and successful decolonization while establishing clear terms between the territories.
- Agreement included memorandums for the Bornean territories, with specific points for both Sarawak (18 points) and Sabah (20 points).
