    Incident Command System (ICS)

    • The ICS is structured on six major functional areas: Command, Operations, Planning, Logistics, Finance, and Administration.
    • Intelligence/Investigation is an optional seventh functional area, activated on a case-to-case basis.
    • The Philippine government institutionalized the ICS through the Philippine Disaster Risk Reduction and Management (DRRM) Law, also known as Republic Act (RA) 10121, on May 27, 2010.
    • The ICS is a flagship program of the Office of the Civil Defense (OCD) and is used by all DRRM Councils, emergency management, and response agencies.

    Crisis Management Committee (CMC)

    • The CMC is primarily concerned with the formulation of crisis management procedures, integration and orchestration of government, military/police, and public efforts towards the prevention and control of crisis incidents.
    • The CMC's actions and decisions are guided by the policies laid down by the corresponding POCs.

    PNP NHQ Critical Incident Management Committee (PNP NHQ CIMC)

    • The PNP NHQ CIMC has five sub-committees: criminality, destabilization, public disturbance and planned events, terrorism and CBRNE, and public health hazards and natural disasters.
    • The Committee takes cognizance of all critical incidents, whether human-induced or natural disasters, and supervises/oversees operations of concerned offices/units to mitigate its effects on the general populace.

    Critical Incident Management Task Group (CIMTG)

    • The CIMTG is organized to carry out the mandates of the PNP CIMC on human-induced (man-made) incidents.
    • CIMTGs are replicated at the PRO/NCRPO (Regional) level down to the PPO/CPO; CPS/MPS (City/Municipal) level, following the ICS structure.
    • The Incident Commander (IC) is designated by the Chairman, CMC, and CIMTG, and is complemented by the Officers of the Office/unit with functional staff functions.

    Activation of CIMTG/DIMTG

    • The Regional Director/Provincial/City Director/COP has the authority to activate the CIMTG for human-induced incidents and the DIMTG for natural disasters.
