- Strengthening the Philippine Disaster Risk Reduction and Management System
- Provides a comprehensive, all-hazard, multi-sectoral, inter-agency, and community-based approach to disaster risk management
- Formulation of the National Disaster Risk Management Framework and institutionalization of the National Disaster Risk Management Plan
National Disaster Risk Management Plan (NDRMP)
- Provides strategies, organization, tasks of concerned agencies and local government units, and other guidelines in dealing with disasters or emergencies
- Aims to achieve a coherent, integrated, efficient, and responsive disaster risk management at all levels
National Disaster Risk Reduction and Management Council (NDRRMC)
- Headed by the Secretary of the Department of National Defense (DND) as Chairperson
- Has four Vice Chairpersons:
- Secretary of the Department of the Interior and Local Government (DILG) for Disaster Preparedness
- Secretary of the Department of Social Welfare and Development (DSWD) for Disaster Response
- Secretary of the Department of Science and Technology (DOST) for Disaster Prevention and Mitigation

Risk Reduction and Preparedness Equipment Protection Act (RA 10344)

Features of RA 10121
- Mainstreaming of disaster risk reduction in physical and land-use planning, budget, infrastructure, education, health, environment, housing, and other sectors
- Recognizes local risk patterns and trends and decentralization of resources and responsibilities
- Encourages participation of NGOs, private sectors, community-based organizations, and community members in disaster management
- Inhibits the full participation of Local Government Units (LGUs) and communities in governance
- Provides for the establishment of a Disaster Risk Reduction and Management Office (DRRMO) in every province, city, and municipality, and a Barangay Disaster Risk Reduction and Management Committee (BDRRMC) in every barangay
- Mandates the use of the calamity fund for disaster risk reduction or mitigation, prevention, and preparedness activities
