Philippine Clean Water Act and Water Quality Guidelines
- The Philippine Clean Water Act of 2004 prioritizes sewerage, septage, and combined sewerage-septage projects for LGUs to protect water quality.
- LGUs can engage in Build-Operate-Transfer (BOT) or joint venture agreements with the private sector for constructing, rehabilitating, and operating such facilities.
- Each LGU is responsible for appropriating the necessary land, including required rights-of-way/road access for sewage and/or septage treatment facilities construction.
- The Act mandates all establishments, including households, to connect their sewage lines or utilize their own sewerage system.
- In areas not considered as Highly Urbanized Cities (HUCs), the DPWH, in coordination with other concerned agencies, is responsible for employing septage or combined sewerage-septage management systems.
- The Department of Health (DOH), in coordination with other government agencies, formulates guidelines and standards for sewage collection, treatment, and disposal.
- DOH AO 2019-0047 sets national standards for the design, construction, operation, and maintenance of septic tank systems.
- DILG MC 2019-62 reiterates the roles of LGUs in implementing sewage treatment and septage management systems within their respective territorial jurisdiction.
- Water quality classification and determination are governed by DAO 2016-08 and DAO 2021-19, which provide guidelines and standards for water bodies.
- The Act defines water bodies and establishes water quality guidelines to maintain and preserve water quality for public health and aquatic resources protection.
- It sets primary and secondary parameters for water quality monitoring and defines strong wastewater as having a high initial Biochemical Oxygen Demand (BOD) value.
- The Act requires owners or operators of facilities discharging regulated effluents to secure discharge permits, specifying quantity, quality of effluent, compliance schedule, and monitoring requirements.
