Policy
- Guidelines for a Mutual Exchange of working Tours are provided when adequate staffing is unavailable for granting holidays.
Definitions of MXT
- It is an agreement between 2 members to swap 12-hour work tours.
Responsibilities
- Each member must exercise appropriate control as dictated by rank, within the directive's implementation.
Assistant Chief Responsibilities
- They approve/disapprove MXT applications between Deputy Chiefs.
Deputy Chief Responsibilities
- They coordinate and approve all proper applications for MXT as outlined in section 4.1.4, d and e.
Battalion Chief Responsibilities
- They coordinate and approve all proper applications for MXT by members of their Battalion as outlined in section 4.1.4, a., b., and c.
- Any MXT application requiring a substitute from outside the member's Battalion is forwarded to the Deputy Chief.
- MXTs between Captains and Lieutenants are forwarded to the Division Chief for coordination with Department's operational needs.
- Approved applications are forwarded to respective members' companies.
Company Officer Responsibilities
- Review all MXT applications from their company's members for accuracy and procedure compliance.
- Forward MXT applications to the Battalion Chief for approval.
- If time is short, relay information by telephone, followed by forms.
- A scheduled member with a substitute work will have "MXT" marked instead of "P" on the Weekly Roll Call.
- The "Remarks" section on the Weekly Roll Call uses the format: MXT, 7/1/05 FF J. Jones, PR# 123456, E68/C, worked for FF R. Smith, E57/B.
General Guidelines for All Members
- All members familiarize themselves with the directive, arrange their substitutes of the same rank, and prepare required forms.
- MXT is on a rank-for-rank basis.
- Lieutenants and Captains may MXT if a member of equal rank is unavailable
- All such MXT applications are approved/denied at the division level per the Department's operational needs.
- No more than six (6) Captains, with a limit of two (2) per division, can be off duty simultaneously via approved MXT.
- MXT for Chief's Aides, Pilots, or Engineers must be arranged with another Aide, Pilot, Engineer, or qualified Firefighter; the applicant works in a company for repayment.
MXT Arrangement Priorities
- Members of his/her unit.
- Members of other units housed in the same station.
- Members of the same Battalion.
- Members of the same Division.
- Members of other Divisions.
- Steps d. and e. are coordinated/approved by the Deputy Chief of the applicant’s Division.
MXT Application Timeframe
- Applications for MXT will be submitted at least three (3) days in advance
- Repayment is made within sixty (60) days of the first MXT date, except in unusual circumstances.
- When the first part of an MXT has been completed, the person working the second part has the responsibility to carry out the obligation.
Completed or Cancelled MXT
- MXTs can be cancelled by mutual agreement if no part of it has been completed.
- If the first half of an MXT has been completed, but illness or injury prevents the second part's completion, it will be postponed and must be repaid within sixty (60) days after return to active duty
- A memorandum and approved MXT copy will be forwarded indicating the new repayment date.
- The member forwards a sick slip per Department rules.
- The substituting member informs the Commanding Officer if they go off sick or injured on the scheduled MXT date.
Rules Regarding Substitute Members
- Substitute members cannot work more than twenty-four (24) consecutive hours.
- MXT applications are disapproved for those who do not honor their MXT commitments.
